| Show THE HOME mrs mra J H ferry president of the comans womans industrial christian home presented her annual report to the officers of the institution on I 1 tuesday evening it was unanimous ly adopted the old officers were e elected for the ensuing year the report is as to the members of the comans aomar kle in du christian home association of utah since our last annual meeting october fth which stood adjourned to november eth the utah commission its present b ard of management and control on november bilth turned over to our this building this was in accordance accor daLce with an act aci of congress approved the of octo j her ber 1888 a part of which to is as aa follows when said building shall have been completed and flut finished abed 4 shall be placed in the custody of the industrial christian rome home association of utah territory to be used and occupied by it for the se of aiding in the sup of polygamy and of furnishing an industrial home and providing em cm and means of self support for the dependent women who renounce polygamy and the children ol 01 such women of tender age in said terri tory I at that date three women and six children nice were receiving the benefito benefi tn tm of the home during the current year from the report of the matron mrs A L ryors byors the inmates in the home in december were ere eleven four women and seven eb children ildreD number women children december ll it 4 1 7 february 11 1 7 march 11 4 7 april 21 6 15 x may 21 6 15 june 21 6 15 35 july aa 7 is 15 august 24 8 16 i september ag 0 8 1 at present writing there are twenty in the howe home eight women and twelve children in addition to these there are applications for five one woman her niece und and three children who come under the law eleven children are attending school whole number of applicants p cants during curing the months above named fifty seven in the history of the association I 1 find that ill persons persona women and children have received the i aid of the institution beside these s an up pit cants not deemed upon such numerous applicants as a basis congress was asked to enlarge the scope of the law this was thoughtfully and carefully considered by congress and resulted in the following amendments to the original act these amendments taking effect when the utah commission was designated a board of control they are first first or legal wives second women and girls with polygamous surroundings in danger of being coerced into polygamy third girls of polygamous parentage anxious to escape from polygamous surroundings fourth women and girls who have been elsewhere and removed into Territory the in ignorance of the existence there of polygamy I 1 am clear in my conviction that the utah commission as the board of management and control is disposed in a final decision deci aion to make as generous a construction of this law as its purpose will permit now the burden of examination fop admission must first be through the machinery of this association and hag ban devolved spon your executive committee or a sub subcommittee committee appointed by them although there has been no exception taken in any case to those admitted yet the action of this committee being properly subject to revision and reversion may they not be inclined to apply the most strict con st ruction of the law would it not be well to classify applications and present for consultation to the b board on rd of control I 1 respectfully call the attention of the association to the 3rd ard and ath amendments to which my remarks directly apply and ask for a discussion thereon it is bard to see how congress could have done don more enore for the needy applicants your ac ap had occasion december 3rd ard to consider applications from the orphans home presented from the directors of that association the following oases cases were deemed to be within the law and ad margaret simpson aged 6 on the statement of medical attendant that the mothers mother 8 death was caused by insanity resulting from polygamy mrs erickson and her children by reason of poverty and temporary insanity caused by polygamy mrs caroline miller and her child as coming under that part of the law jaw referring to abb dan danger gerof of bet being ug coerced into polygamy the children of mrs woodworth a polygamous seventh wife were received receive J the other cases presented were considered doubtful the association is desirous of receiving all children contemplated tem plated by the law in the act of congress from which I 1 have quoted in this report this building is to be used and occupied by this association for the purpose of furnishing an industrial home and providing employment and means of self 1 support As essential to this the establishment of the several departments as cooking dressmaking typewriting type writing telegraphing etc have been urgently recommended to a limited extent have we L been enabled to do this reaching but little farther than inquiries concerning them the only industries of the home have been la dressmaking going out from the home for service and for stated employment the remuneration for such services is strictly kept by the matron and given to the individual earning the same for their own benefit so far as the members and qualifications of the inmates would sanction have these industries been continued to facilitate in dressmaking mrs M A beek beck was engaged in april aar I 1 as I 1 instructor at 20 per month 7 to prepare the way for this department this lady gave her services four months previous aside from her board this Is i the only salary paid by the institution beside that of the matron and cook the importance of suitably establish ing the departments cannot be too urgently presented I 1 urge that a necessary amount be asked for as an appropriation for this specific purpose the conduct of the holmeas will be seen by the reports of the executive committee has been economical in very every respect it has more than met the expectation of the board we ask that the usual ampro appropriation privation pria tion of necessary for the sustenance and other legitimate expenses of the home be granted for the coming year 7 and that this be presented by the utah commission in their recommendations before congress in my report to the association a year ago I 1 took occasion to say we are at the threshold of changes I 1 inevitable in this territory consequent upon the enforcement of united states laws this does not argue the repeal of such laws or the abrogation of any portion iti thereof rather the necessity of their continuance whether the inmates be few or many the fact remains the same ito I 1 te existence is part of the United states law for the suppression of poly laruy gamy and who shall say what part is most effective changes have occurred toward the closing of the year there wits was brought before the mormon people the manifesto of wilford woodruff their president advising the suspension of the practice of polygamy I 1 1 I now publicly declare that my advice to the latter day saints is to refrain from contracting any marriage contrary to the law of the land the opening of the present year witnessed a disbandment disband ment of the Peo peoples pleys party and a loosening of the ties that bound as one the adherents of the two great bat national ional parties into the liberal party I 1 in u opposition thereto whether such division divi aion on party lines be premature is not here to be considered but these are facts indicating very remarkable changes not the least of these is the first named the advice of the mormon president the assembling of the semian semiannual semi an annual igual confer ence of the mormon church now in session in this city may give farther evidence of progress in this direction in the changes we have noted in this territory this home has been an important factor this view is sustained in the last report of the utah commission which has been read before you I 1 quote the following difference of opinion may exist as to co what has produced this long desired result it may not be too much to claim that the rigid manner in which the law against sexual offen aen has been enforced by the courts of this territory and the faithful perfo performance armance of this commission through the agencies under its control have been the prime cause for this change of front of this church on a question which hitherto it has declared unalterably fixed I 1 in their faith and irrevocable when we consider that within the life of this organization there to is the record of an assemblage of representative mormon women at the theatre to memorialize congress in advocacy of polygamy and that their petition to is still on file that during the fiame feame period perio d the meeting of the leaders of the mormon church in conference at logan where was waa reiterated the doctrine that polygamy was of divine revelation an essential tenet of their church we must conclude that righteous united states laws and the enforcement thereof have had an extended jurisdiction when sincere devout women are led by teachings and surroundings to accept this tenet its formal revocation leades them adrift as an to authority and helpless and the more need of sympathy in their extremity for they are shorn of the reliance that would sustain them to the verge of martyrdom I 1 jo do not refer to those whose mistaken pride leads them to maintain this great wrong however their trust i may be shaken living in homes where luxury scoffs at despair but to the larger number who are weary and sick at heart the restrictions that may have kept needy women and children from the rome home may be nominally removed but the influences and evils which we would have not vanished by mere words of formal utterances utter grancell ancee they are the growth of ye yeara a r and their removal must be by the cess cesa of years of like condemnation pew and restraint to thi this have shave our efforts beep been directed and for such a time is ie the home provided and established I 1 that we have had part in it we are glad and this gladness should stimulate to greater earnestness that moia more may receive the benefits provided the progress that has been made mad and the results yet to come must not na be
