| Show CITY COUNCIL the members of the city council we were relate late in 1 n taking their seats on july and the attendance was light only nine members being present at roll call one of these was mr spafford who had not been present for several sessions having been east coombs woolley hampton and others represented that canal crossings in the vicinity of ninth south and eighth east and lake streets were in bad condition and asked to have them improved and flumes blumes put in referred to the committee on streets richards brothers asked to have a street opened through block 76 slat land lat A they owned nearly all the ind that would be required by the new street anti and would pay the cost of condemning the remainder re the committee on streets A number of petitions for leave to pile building material in th the street estreet were granted G M forbes asked to te be permitted to use the water from certain springs belonging to the city situated on sections 28 and 33 T 1 N B R 1 E referred to the committee on irrigation C B st george and others represented that the jordan and salt lake canal was in bad condition near their property and asked to have it cleared out referred to the canal committee G W reed asked to have the fences removed from J street and made to conform to the lines of the street referred to the committee on streets the rhe petition of a mr harris and others for an extension of water mains was referred to the committee on water works B A M Fr froiseth and others asked to have a certain ditch n near clr the jordan cleaned out Referred Refer remo to the committee on irrigation paddock stevens represented that they were paying the city for the use of certain sand placers and that the council had lately given permission to other parties to use other sand placers free of charge much to their damage the pe titio ners asked to lease all the sand placers belonging to the city referred to the committee on public grounds A M grant and C E stanton in behalf of the call firemen bremen asked the council to pay for certain equipments used by them referred to the committee on fire department C F beecher submitted a proposition to put up street signs at cents each for single signs or he would furnish double signs on posts 9 feet long and inches in size Vs feet in the ground at referred to the committee on streets the cily attorney reported a bill for a new sewer ordinance to supersede the present one on the subject laid on the table to come up in its order 0 the city engineer reported in favor of the adoption of the plat of sherwood assistant Assi sant jailer Office boy total the city submitted a quarterly report which occasioned some discussion as no one seemed to understand what it meant it was referred to the finance committee for elucidation the city se scavenger avenger a report of the work done in his department part ment for the quarter and asked an appropriation of to meet a 9 deficiency the street supervisor submitted a report which showed an expenditure for the quarter of over in his department hall suggested that these quarterly reports should he be more explicit and should give the balames balam balan es ea at the beginning arid and end of the quarter the sources of revenue etc the mayor explained that the income of most of the departments was from appropriations exclusive ly y and that the auditor and treasurer kept accounts showing their balances etc A communication from W H ryan stated that there was so much fishing and gunning in city creek canyon that the fishes birds and squirrels would soon he be exterminated unless their destruction were checked the matter was return d to the c ommittee committee on municipal laws to frame an ordinance to cover the ase when pembroke remarked that private parties owned laud land a in city creek canyon over W which the council had control the mavor replied that the com cittee would take that fact into consideration the committee on streets submitted the following report your committee on streets to whom was referred the petition ot V B F allen alien and fifty two others to have an abandoned ditch on fourth west and sixth south street filled up recommend that the same be referred as petitioners petition ers request to the board of health on the petition of ef william roberts and forty others alst abaft on the petition of fisher brewing company and thirteen others that a sidewalk be laid on third south street from fifth to eighth west streets and to fill up a ditch on the south sida of third south street between sixth and seventh west request that the rio drande western railway company be notified to con a sidewalk from fifth west street to the west side of sixth west street and that the street supervisor fill up the ditch as asked for and put the sidewalk in a passable condition on the petition of the utah central railway company for an extension of sixty days from the of august 1890 in which to lay its road bed and track on fourth west street we recommend that the prayer of petitioners petition ers be granted I 1 on the petition of B williams asking to have the washout filled up opposite his premises on twelfth east and south temple streets your committee is of the opinion after a personal examination that it has been bee n too long neglected we recommend that the street supervisor be instructed to fill up the washout and put in a flume or trough as is is necessary to make this spot safe for vehicles and pedestrians M K PARSONS louis COHN L E HALL A J PENDLETON jETON the city engineer reported on the proposed construction of a spur track on south temple street by the rio bio grande western leading to the gas works as follows rn in view of the fact that the railroad tracks now laid in this locality already occupy more of the street than is consistent with public interest and their alteration has therefore been authorized by this council connell I 1 recommend that the prayer of the petition ers I 1 he ie granted only on condition that the work be made temporary and subject 0 lo 10 such changes as may be determined upon as necessary by your committee appointed for that purpose and that the proposed tracks shall not cross any part of the sidewalk except that abdi abutting auditing ting the premises of the petitioner tit Ad adopted optea A report of city prisoners was submitted and an appropriation of 1023 to pay ay for meals etc asked for piled filed the committee ou on streets reported recommending that certain improvements prove ments be made on south ale street adopted on OD the report of the license ense committee a number of retail liquor licenses were granted the board of public works submitted the following A communication in the abage shape of a petition has been banded the oard board of public works signed by a majority of the property holders on commercial king tb at specie ficat fixations ions be adopted and included in our advertisement for bids on that street as the estimate on such specify will come coine within the assessment already made in view of this fact we respectful request your honorable body to instruct this board by resolution or otherwise to act as petitioned and authorize us to include specifications in our advertisements for bids on all work ordered this seemingly innocent communication ni gave rise to a discussion which occupied about half of the time of the session of the council the city attorney insisted that to change the kind of pavement to be laid would invalidate the previous proceedings odthe of the council relative to the matter and give property owners on commercial street an opportunity to resist in the courts the assessment the city engineer held that the council had advertised for a portland cement pavement and that the assessment was to pay for that kind of a pavement he explained that there were different kinds of portland cement pavements as one in which gravel formed the body another of which broken limestone and another of which broken granite formed the body the matrix of each being portland cement in the pavement broken slag instead of gravel broken limestone or broken granite formed the body pembroke insisted that stat the slag alag olithia pavement was far better than either of the others and urged such auch action as might be necessary to secure it he thought it only necessary to advertise for it under the proceedings already had haifa dozen attempts by the city attorney to convince him that such action might I 1 invalidate the assessment and compel the city instead of abutting property owners to pay for the pavement seemingly had bad no effect several other members took part in the debate until at length the matter was tabled subject to call A resolution was adopted requiring the city engineer to push to completion the improvements on south temple street mount Gi griffin ggriffin riffin asked for 2000 of it to apply on the purchase the sprinkling wagons wagon granted A bill of for gas furnished the city and another of 1500 for electric street lamps were allowed the following was submitted to the honorable mayor apayor and city cay council of sau salt lake city utah the undersigned undersigner under signed respectfully asks your honorable body to grant him the right to la lay pipes in all the streets and alleys of ake the city of salt lake for the purpose of conveying natural gas and oil and supplying the inhabitants of such city with said gas and oil for fuel illuminating or any other commercial purposes for the period of twenty five years from the granting of such franchise the first ten years of which to be exclusive upon the following conditions 1 I he will prospect for natural gas and oil in favor favorable ble localities in salt gait lake city and vicinity by sinking wells to such euch an extent as will constitute a fair test of the existence of natural gas or oil in said city or vicinity 2 in eme case of the securing of natural gas or oil or either in in paying quantities he will put in and abid operate a plant for the supply of the same to the inhabitants supply of 0 the said city according to the terms of said franchise said franchise to be forfeited in case J 1 the prospect work is in not commenced within ninety days from the date of such franchise and completed within two years from said date 2 the failure to put pat in plant for supplying natural gas and oil within six months from the discovery of such gas and oil in paying quantities JOHN OHN JOHNSON pembroke introduced a resolution instructing the city scavenger to remove or burn a quantity of garbage lying on the bank of city V creek reek in the canyon adopted the sideway pay roll calling for was submitted anderson moved that 2000 feet of hose at 90 cents be purchased carried the city attorney made a somewhat lengthy explanation of the nature and effe effect t of the bill for a new sewer ordinance after which the mayor remarked that the bill might be read by its title and passed the recorder thereupon read the title of the bill and recorded the vote which was a unanimous affirmative and the bill was declared e passed parsons inquired if the council had ordered commercial street to be paved Rike recorder order hyams replied in the negative negative I 1 parsons ansons arsons insisted that the order had bad been made but the recorder insisted to the contrary then parsons to make the matter certain moved that commercial streetie street be paved with asphalt and aud that bids be advertised for pembroke moved to amend so as to provide that utah asphalt only should be used this led to a debate in which pembroke parsons the city engineer and others took part Pem pembroke brokes amendment was lost and parsons motion was carried parsons moved that property owners on commercial street be notified as required by ordin ordinance anee to put in sewer gas and water pipes preparatory to laying the
