he called attention to the fact that the street car companies were setting poles at the corners of the streets in violation of the ordinance the electric light company had no choice as to whether its poles were placed in the th centre or sides of the streets but he contended that the ordinance reserved the intersection of the streets for electric lights he asked that the council take such action as would settle the question referred to the committee on streets the salt lake city brewing company asked to have the water mains laid on tenth east between third and fifth south streets referred to the committee on streets A D malbory and others asked to have grales graies established on tenth east between fourth and fifth south between tenth and twelfth east referred to the committee on streets from H and elizabeth ekker parents of martin J ekker who was killed by the caving of a sewer trench some weeks ago represented that they were 66 years oid in feeble health and destitute circumstances and that he was their main support that his death was the result of carelessness on the part of the city and asked that damages be paid to them in the sum of referred to committee on claims junius mcdonald me donald represented that recently while driving along south temple street his horse fell into a defective flume and injured the animal which was worth and he asked the council to allow him damalt s referred to the committee on claims J W binley asked the council to lease him the deseret woolen mills farm for one year the petitioner to pay one half of the products of the farm for rental referred to committee on public grounds H J delter deiter submitted a supplementary proposition for a lease of odthe the warm springs referred to committee on public grounds C 0 wilson represented that he had been rendered nearly blind in one eye and totally so in the other and very deaf by an explosion some years ago and asked leave to maintain mai n a fruit stand at smiths drug store corner granted wm win shively and others asked to have hav the water mains laid on sixth east between fourth anti and fifth south streets referred to committee on waterworks water works the salt lake improvement company a corporation asked for a franchise for the right of way and privilege of opening up the streets railways and add alloys alleys of this city for the laying of pipes for the distribution of natural or manufactured gas for heating and power purposes in the city upon the following conditions dit ions that the cost of natural gas for domestic purposes shall not exceed 60 50 cents per month for each cooking stove 1 per month for each cooking range per month for each heater in private reside residences aces and the game for each horse power of ef stationary en engines glues second that the privilege granted be exclusive for fifty years the city to have the privilege to purchase the works of the petitioners petition ers at any time after their completion upon payment of the full cost of the works with 10 per cent interest on the name mine up to the time of purchase third that the opening of the streets for the placing of pipes be done expedition expedit expeditiously io asly and that the city shall not be liable for any damage resulting in the construction of the works fourth thattie Th that atthe the pipes shall be embedded in trenches not less in privileges asked by watson brothers were granted during the pleasure of the chunil at 25 per mouth month the committee on streets made made tile the following recommendations that the council take no further action looking to the laying of cement sidewalks on first south street from first east to seventh east should the council decide to lay walks on said street that flagging be used so that the changing of the ground would not destroy the walks that the petition of Q L kinney and others for a franchise to build and operate a street railway on may street in north salt lake be not granted that the petition of IEL pembroke for a bridge at the corner of first west and ninth south streets be granted that the petition asking that second south fcC between eleventh and twelfth east be graded be granted in the matter of the petition of john W young asking the counell council to direct the utah western railway company where to lay jay its track on fourth west street the committee recommended that mr young be allowed to cross the union pacific companas comp anys coal spur in the vicinity of north temple street to the west side of the union pacific track thence north on the west side of that track to second north thence crossing the union pacific track near second north thence north along fourth west parallel with and east of the union pacific tracks over such portion of said fourth west street as the city may have a vested right in to ninth north to connect with the utah central line in regard to the petition of william burt asking that the grade of the street between third and fourth south and main and west temple be established the committee recommended that the city engineer be instructed to do the work only two members of the street committee commit comm itcea cee signed recommendations of the com cittee the committee on cemetery to whom had bad been referred the bill of co of for papering and pai painting the lodge at the cemetery reported that the expense had bad beed incurred without the authority of the council and that the committee didiot did not feel disposed to make any recommendation A debate about paying ng the bill or letting sexton my dunn n n pay it out of his ow own n pocket occurred and was ended bythe by the adoption of a motion to table the matter till next meeting the committee on license to whom was referred the petition of alfred solomon and others ask asking wi g that the licence of the eastern oil company be revoked reported that the company named had complied with all the require requirements menis of law and acting under the permission on granted thern them by the city had expended x pe several thousand dollars in constructing buildings etc the owners of property abutting on the companas comp anys premises did not object to the existence of the storehouse and in view of all the circumstances they recommended that the license be not dot revoked adopted the same committee recommended that free licenses to peddle be granted to joseph plant and mathias nielson that the petition of james bogan for permission to continue his on the wasatch corner be not granted that the petitions of M brunick to run a lunch stand on second south street and of 0 smith ti continue his stand on smith smithis Is corner be not granted that the petition of P W marion and peter condes for peddlers licenses be granted adopted the same committee reported back without recommendation the petition of john baggerly Bag gerty to be allowed to maintain a bootblack boot black stand at smiths dry goods store corner as no question of license was involved in it after a debate on the subject of allowing such stands on the sidewalk the petition was denied A number of applications for peddlers license were dispose dispo sei of some being granted and others refused the board of public ic works re reported potted that bids for the work to be done on commercial street had been opened and the lowest found to be as follows for paving the street 3 the utah asphalt company curbing and guttering grand christie cement sidewalks houlahan griffiths the council made an order requiring the board of public works to close contracts with these parties and take their bonds the street committee offered a resolution requiring the city engineer to the of south temple street at certain points so that the transverse grade should not exceed three per cent after A fter some debate the resolution was tabled till next meeting the street committee recommended that notice of intention to pave first east street be published A debate ensued in which it was shown that on the basis of bids that had been received the estimates of the cost coar made by the city engineer were too toe low and on motion of pembroke he was directed to pre pr pare new A bill for an ordinance laid 0 yer from last meeting supplementary to the ordinance establishing a blaid of public works was taken up it provides that hereafter such work as laying water and sewer mains grading streets etc shall be done by contract to the lowest responsible bidder without Pem pembroke brokes vote the bill would have been lost and he insisted that it go over till next meeting and the council was compelled to yield or lose the bill it was in vain that city attorney merritt explained the necessity and advantages of the measure the following appropriations were made imade i ade
