levied for extending the water mains past their property and asked the council to grant them such stich relief as might he be proper referred to the committee on claims john R wilson represented that some time ti me ago he leased eased from the city the deseret woolen mills property and in may last the city took a portion of the prem premises isei and used it as a hospital for smallpox patients owing to this he had been unable to use the premises at all and he asked that lie he be refunded to the amount of referred to the committee on claims A number of persons residing on rhind south street asked that the electric light be extended to the corner of third south and third west streets referred to the committee on improvements elbridge EI bridge tufts was granted permission to use a portion of the sidewalk in front of his premises on main street while 0 making improvements J M harvey and others asked that sixth south street between west temple and first west be graded referred to the abandoned for that purpose they should revert to petitioners petition ers they therefore asked that the property be deeded back to them referred to the committee on public lauds lands martha L allen alien asked that the tax of assessed against her for extension of the water mains as she would derive no benefit from such extension be remitted referred to the committee on claims barnhardt stahl against allowing stock to run at large be enforced referred to the marshal the city attorney reported that he hat hal drafted amending 9 the ordinances in regard to removing v snow from sidewalks and to the exclusion of indians minors and others from saloons after certain hours also that the suit of B 0 aud and others against the city had been settled and dismissed that the official bonds of E H kohler as justice of the peace dr hall as quarantine physician and 8 H conley as sealer of weights and measures had bad been filed the committee on streets recommended that the petition of robert willis and others asking that west temple street be graded bo bg granted ranted adopted the same committee recommended that the petition of F E gregg and others asking that the excavating on twelfth east street be stopped be granted adopted the same committee to whom was referred the petition ork of john wilson and others asking that a street be opened on capitol hill recommended that the petition be referred to the city engineer adopted the same committee recommended that the petition of F H dyer and others asking permission to have commercial street paved be granted adopted the committee on irrigation to whom was referred the petition of lie le grand young asking that the bridde bridge over red rea butte canal ditch on eleventh le east street be repaired recommended that the petition be granted adopted the committee on quarantine to whom was referred the petition of H W lawrence and others asking that a city scavenger be appointed poi buted recommended that the petition be granted and that thomas M green be appointed adopted the committee on city prison reported that they had bad examined the city jail thoroughly and found it entirely unfit and inadequate for the purpose for which it was used and recommended that it be repaired in connection with this report marshal young endorsed the reco recommendation emendation of the committee and suggested that the bunk house for the accommodation of indigent tourists be put in decent condition the marshal also called attention to the abe fact that he was without a suitable office for the transaction of his business referred to the mayor with power to act surveyor doremus submitted the mowing following communication SALT LAKE CITY march 11 1890 to the ron hon mayor emd and city council gentle gentlemen en I 1 am informed by mr fox my predecessor in office that none ot of the instruments or furniture and but very few of the notes and maps which are in his office belong to the city but are his own individual property I 1 learn albod that there is no general system of reference posts postal or monuments monument to perpetuate the locution location of street and property lines throughout the city for want of these it is impossible to determine with any degree of cei certainty dainty the corner or boundary line of auy any lot bl bi ck or street as re required quire of me in section 3 chap chapter ter 5 of the revised ordinances and the interests of individual property owners cannot b prop e eray I 1 served rahe the establishment of these monuments to is a most essential preliminary to all subsequent engineering work as they must serve topi to perpetuate not only the property lines but the street and sidewalk grades as well and they should also be a reference to the location and grade of our sewer and water pipes the working season is now near at hand a and nd that it may not find us wholly un unprepared 5 I 1 respectfully advise that the work 0 r of putting in these monuments be proceeded with out of place to remind you that a heavy steam roller is indispensable to effective street work and that much delay may be avoided by giving the abject subject of purchase early consideration respectfully ape tf ily A P F city surveyor mr pembroke questioned the veracity of the reply of mr fox to surveyor doremus when he stated that the equipments of his office were private property the idea to him was absurd that a man in the public service would use his own private property for the public good he would therefore offer a resolution to the effect that a special committee of three with the city attorney associated be appointed to investigate whether or not the statement made to mr doremus was true in submitting the following mr pembroke observed that he intended to make known to the public what the peopled party had been I 1 doing resolution all these years here is the it is hereby resolved that a committee be appointed anted to investigate the question as to whether her the notes maps etc and all ather information compiled by mr J W fox jr while engs engaged upon city work be not the property 0 of the city and it if it so be that this committee demand all such maps notes etc this was referred to a special committee of three with the city attorney Al torney associated on motion of mr james the surveyor was instructed to furnish an estimate of the cost of fitting up his office with the necessary maps and instruments and to proceed with the establishment of monuments while the matter of a street roller was referred to the committee on streets the bills of mr holmes for 76 75 for the use of the continental hotel for polling places on election day of mrs burt for tor for feeding C ity city prisoners of J H Johns johnson for 23 for collecting dog taxes and of J P bache for 10 for ling filing transcript in the case of vs the city were allowed mr pembroke submitted the following SALT LAKE OITT city march 11 IM 1890 to the Rono honorable rable mayor and city council oj of salt lake city gentlemen I 1 hereby call your attention to the fact that a former city council of salt dalt lake city a number of years ago ceded to the territorial universia university sit y of deseret the public square of the sixteenth ward of this city upon which the university building stands the he conditions upon which this square was given the territory were that the gr ground should hould be improved and opened for public use the idea being as your U T petitioner e tit believes that the squire square X should be put in condition for a public park I 1 also call your our attention to the fact that these have nt not been complied with in any respect I 1 believe the territory has no expended a dollar in im improving this square in all ali these years and I 1 aou would L d respectfully fully ask that this juneil be furnished the record of transaction between salt lake city and utah territory that we may compel said territory to comply with the terms of communication from mr pembroke SALT LAKE LAIKE crry CITY march 11 1890 to the ron hon mayor and city counci of salt lake city gentlemen believing it to be for the best beat interests of the citizens of shit salt lake alty city that the city corporation should own no stock in an any private corporation therefore be it re resolved so ved that the stock of the salt lake city gas company now owned by
