Show THE legislature COUNCIL march 1 1888 the council met at 10 a m woolley presented a communication fl from to wells pargo fargo co pret preferring erting claims for witness fees mileage etc paid by them to te certain parties re berred to the committee on claims and public accounts A communication was received from the city council defining the limits etc of the larid land tendered teo dered the territory Terri tor on capitol hill referred to 10 the spec ill ial committee which visited the grounds wimmer from the committee on counties reported on H F 59 69 county governments recommending its pas sage report adopted arld and toe the bill filed for second reading young presented C h P 40 an act to provide counsel for pauper criminals the bill prescribes a fee of ra 25 in such each cases referred to the committee on judiciary eudicia r 1 carlil carlisle presented C F 4 41 11 a 11 bill bil 1 providing tor for county city city arid and WIND town boards of health in the territory of utah H F 89 59 a bill of 58 sections providing Y for a uniform system of county governments was then called up op for second reading which occupied the greater portion of the morning mornin ff session the bill was read by sections amended by striking out several entire sections covered by other bills aa cang B 9 ine inc others and after careful confide consideration ra and much comment by various members of the council passed its second reading A communication was received from the house notifying the council of its rejection of C F 86 requiring county omeera to reside at bonat y seats fand d bouse had bad passed the memorial to congress asking land for the orphans raw borne 0 F 77 providing an institution for deal mutes motes was read by title and referred to tm the committee on education H HF F 71 providing tor for a territorial reform school was read by title and referred to 60 committee on penitentiary hems was then taken till 2 p m 2 rpm PM Mar marshall from the joint committee in an memorials presented a memorial to congress Coner cas in the form of a protest by the governor and legislature of the territory of utah against the removal of certain indians from colorado to utah as proposed in congressional douse resolution no 1265 toe memorial sot set forth that it if said radians are dangerous to toe people of ro colorado lorado they would be more so to the scattered settlers along green river in this territory and that their location on the uintah reservation would be unjust to the indians there it therefore protests against such duch removal the memorial was read the first time and under suspension of the rules was passed and was ordered enrolled H P F 50 under consideration at the morning session passed its second reading C J F 18 a bill for an act amending an act entitled an ae act providing forthe for the establishment of a territorial insane asylum was taken up for second reading march 1 ina H F 7 substitute providing a board of equalization fur for territorial and school taxes was called for third reading and on motion ot of smoot the en clause was stricken out and the bill killed C F 39 on the civil practice act was made the special order tor lor tomorrow C F 34 in relation to occupying dan claimants wa for third rea reading g and on motion of smoot under suspension of rules passed A report was wag read from the committee on penitentiary and reform school on OB H F 10 reform school recommending its passage the report p 0 r of ef taa committee was adopted and d thi the bill filed for second reading the conference committee ot of title the house reported on H F 38 88 on disputed county lines recommending that the council recede from its aw amendments carlisle of the committee made a minority report objecting woolley opposed adopting the report of the committee com mUtee and moved to reject the report carried and the report was rejected A petition petit ioB was deceived from A green and other selectmen of weber county calling attention to their petition for fur for the purpose of assisting in the erection of a bridge over weber river biear near uintah and recommending that the two counties concerned have joint jurisdiction oath of the appropriation also praying an appropriation 0 of f 1000 ter for the erection ol of a wa wall I 1 for t the he protection of the bank in weber canon ja tion near devils gate referred to the committee on h highways eways r the the council adjourned till 10 a in tomorrow |
