undersigner under signed against the proposed system ol of ferage tor for the following reasons first sewer district no I 1 Is ig alto tether ether too large second the proposition is entirely th just as it compels the great bulk of eizens wizens zens who will never derive any benefit from the sewerage to pay for pitting jag in the mains and for the main i this system also for the niter ater tor for flashing flassing third 11 sewerage is actually amary the residents of the three cen ife streets should establish it at their owa wn cost and aed not have those who do ot need it and can never be benefited alreed y li defray the expense of it 0 rth I 1 hold that the permission I 1 t the h e citizens as a body to whom the water iter belongs is necessary before it co CIO be used tor for sewerage tor for a small portion of the city fifth 1 also protest against the proposition position Oro because I 1 am willing a property holder on east temple leet et to join in a movement to estaba sewerage to be paid for by the holders who are arc bene fitted by iti lt providing the city council will na rantee that the estimate they have ale is correct and that the system will properly wora wor if thit guarantee 18 bade it will be comparatively easy ii for er the citizens interested to defray the expense of taking care of their own filth emas ELIAS morris alderman riter biter undertook to reply to this protest he sald said that this protest in some of otlis its features gave expression to the views ot of a large number of persons per as was indicated by the statements made in toe public prints he knew that these feelings were honestly honest honestly lK indulged in t by ay iy mr morris and ot others ers but he was certain that such views arose from a misapprehension of the facts and while he found no fault with mr me morris and others in thus expressing their oba objections ec to the proposed sewer plans it IP was due to the members of tit the e city council that no wrong impressions should obtain among their constituents he knew that an impression did obtain among many that this council proposed to perpetrate a 9 wrong on a large portion of the community in that they propose to tax then tor for improvement in which they think they have so BO interest and from which aney will derive no banedt but ne said that no improvement could be made that all did not obtain some benefit from either near or remote it was impossible to adubat benefits to the people in the proportion as they contribute to the public revenue the fallacy of the issue that the sewer main should not be constructed at public u alic expenses expense on account of the fr irregularity of benefit may be illustrated by reference to a few facts in the past history of this city the jordan canal cost the portion of the city directly paid tor for its construction and maintenance a sum much less than their proportion when benefits are considered and that portion ot of tue cue oty city least bene fitted paid much more than their proportion for instance sewer district no 1 pays in direct taxation and licenses roughly speaking about 65 per cent of the entire revenue of me city so on this basis it paid about 65 per cent of the cost and maintenance of the canal while at ane same time it Is re little or no direct benefit from its construction because at least 75 per cent of the area of the district has abandoned the use of water tor for irrigation buat would be thought it if this district should protest against being taxed to pay for and maintain that canal caha I 1 the same sama may be said of the waterworks water works recen recently constructed at a cost of over for the dry bench ltd the people in that thai locality probably did not pay 10 percent of this amount sewer district Bi strict no 1 paying 65 per cent of it and other portions of the toe the per same may be said in regard to other public necessities so that it if such argument were valid complications that we could not grapple with would re result it is ia also claimed that injustice would be done to in using water or flushing the sewers it Is evi evident defit from the expression made that an idea exists that a large amount of water will b used tor for this purpose such is not the case toe the p proposed flush flash tanks will each discharge some or gallgos every twelve hours or 8 to dally daily if it r required aired much muan more th than anthis other 8 sections act elous are not unreasonably injured by it for the fact must be bone in mind thit th it sewer district no 1 by reason of the abandonment donni ent of the use of apter for irrigation is using much less wat water r than they are legally entitled to re toe improvement pro of streets is still ano another ther illustration there are portions of the city where the cost of improving the streets is in excess of all the taxes paid by the inhabitants so thet that other districts must bear the extra burden there is one ward in this city wherein during curing toe the last five years more than the entire revenue derived from it in ten years yean 4 has bee expended on the streets and yet he held that no injustice bd bad been done by this seeming disproportionate expenditure he held that the construction st of the jordan salt lake canal cahal the dry bench waterworks water works the improvement ot streets etc though largely local in their bene benettes benett tits ts just ald and proper expenditure ot of the public funds ands and that it if the cons construe trac tion of sewer mains is an unjust ex pend iture to those districts not dl al benefited then has sewer district no I 1 been most grossly crossly wron aed in that it has borne a very large share shared of all our public improvements and greatly oat of disproportion to the direct benefit to it the district now sought to be benefited never had bad its just dues does in the past he therefore moved that the protest of mr morris with all others of a similar nature be referred to the committee on finance they to make a report covering the points involved mr dark clark why not refer it to the committee on sewerage mr biter I 1 think it properly belongs to the finance committee besides the sewerage committee commit tee is A not ot in good order just now mr clark lark did not seethe see the necessity for an any refe reference tence reporters present and bad doubtless doub ilesa got the h ilk i good shape the public would be bat as well satisfied with the statement made by mr biter as they would be by the finance committees or any other committees report mr mccornick and mr dooley were of the same opinion mr webber also objected to it going to the finance committee in going over the ground again they could but reiterate what had bad already been said mr riter witha withdrew re tv the motion on motion of mr dooly who wider ruder stood that among the protests were some from people who had owned property atthe at the time the assessment roll was made out but who had since disposed of it the recorder was instructed str acted ted toe carefully sift the protests referred to t him mr dooley was del e elated teia to assist him se the protests were then read ft few of them being given jahn S barnes expressed himself as follows 1 I protest against the present plan of sewerage the following reasons pea sons to wit first because becs use I 1 think the district is too large tobe to begin with it includes property that will not need sewerage for a long time to come and will wil entail hardship on many people eople p who are not able to meet the tax it is boniv tte centre of the proposed district that really needs ee sewerage and the owners of in the are not only able but should be perfectly willing to pay for what they the so muck need and again I 1 think it would be better to cut the district down at least one half until it Is a sure thing how it is going to work and then enlarge the district as necessity requires it these are a few of my reasons for protesting against the present plau plan of sewerage I 1 S and G say 66 we think the entire city should be supplied with pu pure water for domestic I 1 c length of time knows that sewerage would neither improve the health nor the finances of the city ciak but work great hardships to many who have no use whatever for sewerage many more reasons might be assigned why sewerage would be more of an injury than a benefit to our citizens but the above are sufficient trusting Tr asting we shall hear bear no more of sewerage tor for the ni ten years etc y grounds he understood now that they had bad all signed the petition and were willing will irig it should pass that way H he e ed the mayor thought that anth ninth rf street was as ais high as it was wisdom to go eo people whom the city was wag endeavoring deavo ring to benefit wanted the city to pay for the tha right of way considerable work bad already been done on ninth street and lie be was in tavor favor of carrying it along that street mr sharp was in favor of keeping the canal on the original line if i he owners of the property properly to be benefited were willing to give the city the right of way waya unless the work on ninth street nad had continued entirely tob tar far and it was too expensive to have it overcome mr dooley supported the motion re he had bad inspected the work being done and was very much pleased witt with it he strongly ugly favored the original plan toe question was finally anally referred to the committee on canal W B richards represented rel resented that owing to negligence of city officials his crops in sugar house precinct had been damaged to the extent of rather than have any trouble over the ibe matter however he be would compromise for referred to the committee on claims william H kerkes who lives at centre stoked asked a rebate on the amount taxed against lor for extension of water mains on that street because considerable of the land taxed was above the city water line referred to the committee on ater water works louis of sugar house ward asked the privilege to convey a stream of water known as hobsons 8 ditch through the jordan salt L lake ake city canal by means of a pipe referred to toe tae mrs william jennings and a number of other property owners on south temple street aked ked that a cement ai dewalk eight I 1
