a bill for an ae ordinance providing for the paving and grading of sidewalks in salt lake city this bill provides that whenever the council shall deem it necessary to grade pave plank or repair any sidewalk the mayor under the direction of the council shall publish a notice describing the character location and extent of such property to be improved roved and it if at or before the time ned grounds made the following report your committe on public grounds to whom was referred age the petition of ired fred W for a lease of the east half of washington SQUARE respectfully report that we have given the matter our careful attention and bo believing lieving it will five satisfaction to the citizens interested te as aa well as those actually engaged in athletic sports aad g games a ll 11 and occupancy of said square be revoked and annulled that do ring the ensuing season and the further pleasure of the council the general management and conduct of the east half of washington square be given to fred W scarff under the following conditions viz I 1 that the n be open and free at all reasonable times sundays excepted to the various athletic duos clubs of the etty city upon which to give exhibitions of athletic games and aad and for practicing at such times as the grounds are not engaged for said exhibitions hibit ions I 1 that at such exhibitions a reasonable admission too fee may be charged to spectators and the funds so derived shall be bisti to the clubs giving said exhibitions provided that a certain percentage thereof to be mutually agreed epou shall be retained by the manager for payment of expenses an and d rov grounds inathe 8 1 that nat sai said manager shall keep correct and proper vouchers of every expenditure and report the same monthly to the cily auditor who shall audit the same to see that they are proper and authentic and tho the accounts of the manager are accurate and correct 4 that all improvements made shall be under the direction of the mayor THE WATER WORKS system on aana A and second streets be published carried alderman moved that the supervisor be authorized to furnish estimates estimate of the cost of the extension carried on motion of councilor youngs young the city surveyor was instructed t to 0 prepare for the use of th the e council a map of the city showing all public grounds and the water mains alderman stated that while the WARM SPRINGS property might easily be made a very popular r resorts resort it was now in an outrageous conditions condition and he offered the following resolution Besel Se solved vedo that the corporation cause to be erected upon the warm springs property located in the nineteenth ward the necessary buildings and bath houses to properly accommodate the public and mate mate the same worthy the patron patronage a of citizens and strangers that for sai said purpose the committee on en public grounds 0 8 with will the mayor associated are aut authorized 0 e and instructed to toce secure cure plans and specifications for the necessary buildings said buildings to cost not to exceed that upon the adoption of plans by the city council said committee and mayor are authorized to advertise tor for and receive bids for the erection of said buildings and shall let the work to the lowest responsible bidder that the furnishing of plans letting of contract and construction of buildings be proceeded with at the earliest practicable day the resolution was adopted the bill for an ordinance in relation to the police was taken up on its second reading the style of uniform and badges to be worn was discussed and the matter was finally referred back to the committee on police tits the bills for ordinances providing for the construction OF SEWERS and establishing sewer districts were read tor for the second time the resolution providing for the construction st of a main sewer in salt lake city was read for the second time and mr bowles moved that it be taken up on its third reading councilor dooly was in ib favor of the I 1 immediate passage of the resolution and thought that work ought to be commenced comme need just as soon as possible councilor clark said data that the printed bills had only been handed banded them that night and for ono one he be was not sufficiently familiar with it to I 1 justify him in voting for er its passage alderman did not seethe see abe necessity for rushing the matter through the bills had passed their second reading and would come up in their regular order he was of the opinion that mr lou lourie ought to be here before the work was actus actually ay begun began he was in favor of the bill but was not prepared to vote for it until it had received further farther consideration councilor dooly said he did not wish to have hav elthe the bill rushed through but he be did desire to have some progress i made Cou councilor nellor bowles wished to see some action taken on the sewerage question there was no DO reason for delays delay and it would materially affect the growth of the city councilor roberts did not see the nece necessity spity of crowding the matter and was willing to have it stand over for a week ita I 1 motion councilor then w aw ew hi his s councilor young moved that when the council adjourn it be until friday night carried J N pike fike personally appeared and stated that he had bad tendered to the treasurer and recorder three fourths of the cost of extending the water males mains to in accordance with a petition granted by the city council in 1884 and as these officials had bad refused to accept the money he be desired to know what action the council proposed to take in the matter recorder stated the ordinances recently weed passed in relation to the extension of the water works system was in force at the time mr pike made the tender and that the gentleman gentled n also had a petition before the councie council in relation to the matter and it was for those reasons that the money was sot not accepted on motion of alderman the action of the recorder and treasurer was sustained the bill of the salt lake city gas company for ij was allowed and the amount appropriated the council
