certificates of deposit shall be retained in the treasury for the payment of the same on demand and certificates representing coin coln in the treasury together with those issued for bullion de posited shall be received at par in payment for all dues to the united ti tates states including duties on im jm ports provided that all certificates for gold or silver bullion shall be issued at the average market value of such bullion in standard coin of metal in new york and ban francisco for the week next preceding such deposit and provided further that gold or silver bullion which shall
