adopted after the manyon many outrages trages Z that at have been committed upon our f fellow ellow countrymen in lawless districts by desperate ignorant and wicked men it gives us chinese merchants of new York great and unspeakable pleasure to learn that the president of the united states and of the american people has issued an onni ofil official cial etal proclamation people tio to 0 protect our people and redress the wrongs done to the injured punish the malefactors and prevent by his great reat power a repetition of the actions which have caused so much suffering and death we desire to express our gratitude rati tude and to thank the president lor for lor his bis righteous course his courage and the love of justice we assure him that he has increased our admiration and veneration by his fearlessness and wisdom and our re respect s hect and obedience to all his laws we also assure him respectfully that our countrymen in the united states endeavor to be good peaceful honest and anti law abiding citizens and they are always anxious and eager to obey and voice his laws and so sa promote that prosperity and peace which are dear to them as to the great officers and writers of this land we instruct our scribes to interpret this into english and to send the same bame with all expressions of our esteem and veneration to his excellency the president given at our municipal chambers the fifth day of the ninth moon of the eleventh of the reign of the emperor kwong hue huey k T 11 A large meeting of citizens was held today to day in accordance co cor with the proclamation issued by mayor phelps several speeches favoring law and order were enthusiastically asti cally received the committee appointed on resolutions reported that they condemned the action of the anti chinese congress called to meet in this city on the dinst and gave notice to out outsiders iders from tacoma and seattle that olympia was ivas amply able to attend to her her own business and we look with suspicion and alarm upon all attempts to influence oar fellow citizens by any means whatever the twenty nine from tacoma indicted by the grand jury at vancouver have been released on ball bail each CHICAGO 12 at this mornings session of shefree the free trade conference a committee on resolutions was wag appointed and ordered to report this afternoon ter noon A number of papers showing the effect of the tariff oil on the several industries dus tries was read edward curtis of san francisco a delegate to the conference arrived this morning mornin gg at the opening p of the afternoon session the committee on nominations reported arted and the officers of the free grade trade league for the ensuing years were elected the fol toi following lowin g resolutions reso lations were then adopted anat the chairman of the executive committee be chairman of the national committee that members of the committee from the various states be chairmen for the various carious state committees I 1 and that they their he be vested with authority to call stale state conventions and form state organizations that the executive committee be authorized zed to complete the national committee by appointing members for the states not included lu in the report the report of the committee on resolutions was subjected to much discussion only minor amendments however were made it was adopted as f follows THE resolutions we submit to the people of the united states that the continuance of the war tariff with the duties averaging 42 per cent on over 1400 articles of home consumption and a much higher specific duty on many crude material materials S has prolonged the evils of the war in times of profound peace and has been the principal cause of industrial and commercial depression in recent years by forcing labor and capital from naturally profitable into unprofitable table tabie lines of business and by adding to tiie the cost of production it has decreased the common productive capacity of labor and capital and thereby reduced both wages and lab iab lamorand labor orand and the profits of capital has provoked antagonism between labor and capital against which our great natural resource resources s and our free institutions should have protected as US it has impaired our power to compete with other manufacturing lla lia nations in the markets of the world and so obstructed national progress and development it has destroyed many branches of business an has kept our people from eda enraging caging en axing aging in other branches of business which would ha have ve given increased employment ment to labor ey by preventing the gloy buying from natio nations n S willing to buy from us and provoking te retaliation in a like spirit instead of promoting a friendly reci reciprocity proc ity it has obstructed the consumption of our agricultural and manufactured products by other countries and has drive our commerce from the seas by im paring our domestic power to buy it has prevented the full developments of our in ter state commerce and reduced the le legitimate intimate profits of traffic end and has driven dr iven isen into bankruptcy a large lare number of our transportation companies and made domestic goods more costly through the influence of its lobbies lobbies it has enthroned jobbing and corruption in our legislative halls balls and has impeded P eded the reform of the civil service in short taking by force the earnings of one class of men to en enrich rich an another hj r it is opposed to the sprit spirit of american liberty and the constitution it has imposed a new industrial slavery it has prevented the national progress of wealth among the farming class decreased their wages and their purchasing power an and d lent lengthened 11 bened the enforced unforced idleness of workingmen restricted strict ed our manufacturers from their natural markets and demoralized the general business of the country while holding accordingly that taxes in aid of private interest or for any other purpose than the requirements of the government are un american unjust and unwise and that every protective feature must at the earliest possible date be eradicated from our revenue system we invite all who oppose the abuses of the tile pre present 8 ent tariff to 10 loin n us in promoting immediate steps of practical tariff reform which we believe will increase wages diminish the frequency of strikes develop business and restore our flag to the seas geas we therefore urge upon a congress for tac lac action atthe at the ensuing session sessio first that under no pa pretense pretense shall any countenance whatever be given any attempt to increase the protective duties ties second that the articles which are at the foundation of great industries should in the interest of labor ind and commerce be freed f from rom duty whether they be crude materials as lumber salt coal orwoll or wool wooi etc or partly manufactured as chemicals dye stuffs pig iron tin plate wood pulp etc third that on the products from such articles the duties should at least b be e correspondingly il reduced so that protection real or nominal nomi ual to manufacturers F rs shall not be increased and t that hat the consumers shall have the immediate benefit ot of the reduction we urge that any steps on tariff reform should simply prevent the complications complication eions of classification and do away with mixed duties replacing them thern by ad valoree valorem rates instead of by specific duties which are most burdensome to the low priced goods consumed by the great 1 reat body of the people we demand fa free ee ships and tile the abolition of restrictive navigation laws which together with the tariff have driven our flig flag from the seas and we oppose ho bounties unties or subsidies on shipping we urle urge revenue reformers to vote only for fur such congressional candidates as openly oppose the tariff for protection and to take taku steps to nominate independent t candidates pandi dates when all party candidates oppose tariff reform preparing for that step by diff diffusing using a sound economical literature and promoting an organization especially in close congressional districts A minority report was submitted by mr harper of kansas demanding the immediate reduction of all protective tariff to a purely revenue basis second that we believe all indirect taxation should eventually be abolished that the expenses of the government should be borne by property and not by individuals tile the majority
