Here la Chapter Three of a special report on America by public opinion analyst Samuel Lubell ) By Samuel Lubell President Kennedys request for tariff cutting- - powers is being advertised as the most crucial single issue coming up in the new session of Congress. Still, any foreign trade law that is passed may prove less important than what might be described as a revolt against efficiency that is now gaining momentum through much of the country. At the heart of this revolt is a baffling paradox. THROUGH THE postwar years the American economy has operated with impressive efficiency for the nation as a whole. , But particularly since 1958 this efficiency has fallen unevenly across different segments of the economy. packing plants In Omaha introducing equipment that cuts employment to a new low. Another day it may be a rural township in southern Iowa or a small town in upstate New York which feels itself being pushed out of the economic system by a drastic population decline or the loss of its only factory to some other part of the country or even abroad. AS THESE ECONOMIC disparities have multiplied during the past four years, I have noted two conflicting trends. Some producers have been spurred to more competitive efficiency. Others have tried to dig in and slow down the pace of change. Currently these slowdown efforts seem to be mounting to a new high. Among farmers, for example, there is more talk than ever of new production controls that will spread the acreage that can be cultivated so as to keep more farmers on the Jand.
