William E. Koemer, a private citizen, said state or federal government already own 80 percent of the land m Utah. SB130 would extend government control over the small area left to private individuals, he said. He argued that the constitution gauarantees property rights which SB130 would violate. John Bushnell, secretary of the developers association, suggested instead of SB130, the Legislature should create a commission which represented conservationists, developers and other concerned parties and havp them perr form a study of Utahs planning needs. He charged that the present bill is a case of planning before studying.
