By STEWART HENSLEY WASHINGTON evoly 'Subversive Menace' Role Fades U.S. officials contend there pressure from major OAS members to change the present policy, Al- (UPI) thotivt. real no is The Nixon administration officially has no intention of moving toward a relaxation of the sanctions imposed on Cuba by the Organization of America States (OAS) in 1964 or of normalizing relations with the Fidel Castro regime. In fact, President Nixon himself said two days before his reelection that he foresaw no change in the U.S. policy toward Cuba, based on two factors the Soviet military presence in Cuba and Castro's export of subversive activities Hemisphere at the present time. Castro activities of that nature were considerable at one time and were the principle reason the United States wantea the OAS embargo. Now the officials admit that that charge is hard to substantiate and so, when pressed on the subject of continind snctions, they say they are necessary because Cuba still serves as a military outpost for the Russians in the Carib bean. American affairs have acknowledged that there is grow. ing talk in Latin America about the possible wisdom of ending the OAS sanctions against Cuba. But they also claim to detect no strong organized pressure in that direction as yet. Some officials speaking privately, believe that if the -A- detente continues and U.S. relations with mainland China improve somewhat, there is bound to be a growing sentiment in the OAS to lift the sanctions and resume normal relations with the Havana regime.
