heat in washington aa well as in the east general generally y has been very excessive during the past week th the tho reports from all quarters show this to be the case cabe tho record of yesterday showed the highest temperature pera ture of the whole country to have been that of boston where the maximum thermometer was 98 degrees curiously enough the hot wave cf the past few days has been most severe in the eastern central section of the country the southern bl atles have been considerably cooler than new now york and boston and the north and northwest have not been uncomfortable while the number of deaths in new kew york and elsewhere else elsa where from the effect of have been very considerable yet I 1 have not heard of a single eingle ease case of sunstroke in washington and even very few caseb cases of prostration have been reported at one time I 1 bell beil believed oved eved that the hot weather would make the mem ment bers of both houses or of congress so uncomfortable that they would be glad to get home homo at any price in all this however I 1 have been mistaken for et anding the heat of the past fortnight aye I 1 might ay eay the last month the prospect of who haye followed the transactions of congress this session must know that there has been a great deal of talk but as for any legislation that will benefit the country it is ii simply conspicuous by its absence Avast A vast amount of the the time of the house early in the session was taken up by contested election cases about a month was consumed in discussing the tax bill and now that the latter has reached the senate and its defects have been shown up by the demo democrat cram crem of that body notably by mr air beck becke and MrVa Mr Vance nce uce a great night fight must be the result the revenue bill as it passed the house is admittedly a very imperfect and in many respects a avery svery very unjust measure the republicans are now aware of the fact and just how to get out of the met mel mess lo 10 so as to make mate a reaper tabia tabla appearance before their constituents in the fall Is a question of the greatest moment the democrats aro arc as anxious as the republicans for a reduction of taxation consequently when the tax bill reached the senito a large number of amendments were mere submitted which were they to be b incorporated would give the measure a respectable appearance but the difficulty Is in the democrats would then get the credit of the bill it would in fact ba so altered that the father of il it t mr kelly would not be able to recognize atas it as his measure irenem I 1 remember the conservatives in england about the year 1865 being in a similar fix A reform bill was introduced but it was so manifestly unsatisfactory that amendments were submitted and passed by the dozen indeed after uhe ibe bill did paws pas it sized to be jocularly asserted that all that was left of the original bill was the word whereas were all the amendments to the fox bill to bo be adopted it would be lef let left lett t in a similar position to the reform bill alluded to above after discussing the hox pox bill for two or three days in the curee of which one or two of the government have been put to gunt guat inconvenience I 1 hayo have the acquaintance of several who have been thus inconvenienced some borne of them have been compelled to walk the streets in idleness for months for the simple reason that their pension suspension bus eus from work was rendered a necessity in conse conEe consequence quence of the appearance nonappearance non of money with which to pay their salaries others again although they havo have not been suspended have not ie lc calved a cent in the shape of salary for months and were it not for the assistance they receive from friende fi lende leads the tich tick they can ean obtain at the grocers but butcher butchen cherlis etc and the indulgence dul gence of the landlord or landlady they might starve for all the organ zed mabs mass ot of stupidly ty in the capitol care if members would only talk less ad and work more they would receive the thanks instead of the grunts of a very lare large community eam cam bo so far the work of the home house is practically finished the members thereof only took up the last two contested election cases eases to kill time as it were they have been killing hilling time ever since unfortunately they have done nothing elee elce but kill hill time the whole session and now that the dog days are he e they are reaping the benefit of their labors in being compelled to stay in wash ington mop the sweat ott off your face and hands until some of them have come to the conclusion that if they dont get away soon there will be nothing but a grease greaso spot left of them after hying dying aside the tax bill bill for the time being the senate took up the naval appropriation bill and contrary to expectation it has faapio pro plo evoked much more discussion than was anticipated looking to the tho reorganization of the navy the bill contains considerable new legislation and that this might be stricken out tb the e democrats sought to have tho the bill re committed upon a vote being taken however the tile senate refused to commit recommit re thus virtually sanction sanctioning ing log the legislation in the bill and removing tho the only point of controversy raised in it A great many amendments have been introduced trod and just how bow long a time they will consume upon this measure nobody knows knovs judging by the progress made this thi week and the clashing that may arise between the tha two houses for both bodies are as stubborn as mules when they like the date of adjournment is not yet in sight one of the biggest lobs jobs this thib session was the passage of not permit the president to strike out items he I 1 thinks doubtful and leave in appropriations pr lations that appear to be honest he lie mush must either sign tile the bill and thus acquiesce in the executive chair in years gone by if it he be had only vetoed the edmunds bill I 1 could have looked over all his faults but then everybody knows that all men have not the courage to stand independent
