Penney Auto Center in Granger for inspection, and the mechanic there . rejected the car because of loose ball joints and a faulty turn signal. Pettersson said he and the mechanic argued over what the state law said regarding ball joints, and the mechanic suggested they call a Utah Highway Patrol ofiicer to settle the dispute. Capt. Frank Grant, administrative services officer for the patrol, said Sgt. Don Jensen arrived at the scene to decide whether the car should be issued a sticker. Pettersson told Jensen that the law has no specific requirement for ball joints. Pettersson said the law lets mechanics use the auto manufacturers specifications and guidelines for ball joints. Grant indicated Petterssons car didnt meet the auto makers specifications, but the specifications were only recommendations and didnt have the force of law. It was at that point in the dis ussions that Jensen directed the mechanic to issue the sticker, Grant said. Traffic in the canyon still is higher than the 1,369 vehicles in the canyon during 1970 and more than double the 718 in 1965. In Big Cottonwood Canyon the traffic decrease is even greater. The average daily vehicle traffic in November was 1,292, or three percent below the 1975 mark, and 44.9 percent lower than the November daily average of 2,343 vehicles. figures also are lower than for 1965, the report showed. For the entire state during November, traffic on all roads increased 9.2 percent over the same month a year ago, and for the first 11 months of the year the increase was 6.1 percent.
