Show territories AND STATES tiie THE subject of Teril territories tories and new states appears to be exciting considerable sid erable attention in the east tiie tile now york herald of may 29 in an article upon the subject says we ve had an interesting d debate in the senate yes yesterday ferday on tile the motion to admit the new territory of pembina the senators seemed disposed to develop a general policy in dealin dealing g with the territories and tile the admi admission sAlon of new states 99 the rhe vote voke in the house of representatives presenta tives on tho the admission of new NO w maxico was one of the most conclusive that have been passed durin during the tiie seq rea session slon sion there were ono one jb undred and sixty yeas and fifty four nays among those who favored the tiie measure we note men lle ile like ilke dawes nesmith irth and opposed to it such members is as E R hoar Tre tremaine malno maine and eliis eills kalls H nol rol bo bertg so that the vote voie cannot be c tiled part pirt izan or sectional the di w was thorough those pirt part being mr elkins the tiie delegate dele bele 9 ate ste from new mexico mr lir mekee mckee of mississippi mr potter of now new york mr V easson kasson anson amson of iowa mr fr fort of illi ill noh non mr r maynard and others in this debate it was said that new mexico now claimed a population of one otle hundred and thirty five thousand a population larger than that of fifteen other states at the time of their admission to the union aud and that more votes had been given in the last canvass than had llad been cast for any one of forty members of the present congress among the tile states which came into the union with less population tha n new now mexico now contains were ohio kentucky indiana illinois and iowa mr av r kasson made mado the point that when a part or of tile the mexican republic new mexico had a representation in its congress with all the rights of state sovereignty and that annexation should not work disfranchisement it was shown kiso also niso that in 1913 1318 when general kearny at the lead or of an american army occupied santa pe fe he stated ill in tile the ii 11 one ot of tho go government that it was tile the wish and intention of the united states to provide a free government with the least possible delay similar to those in the un united t states it was alleged that europeans had settled in this ter a hundred years yeara before the landing of the tile pilgrims that its capital was the oldest town in the united states except st augustine and that in domain it was three times as large as ohio larger than now E eggland egland gland giand ananew and new york the impressions these statements made upon th eHouse are indicated by the vote and we presume they led to the action of the house committee on territories in favor of tile tiie admission of colorado as a state which was reported yesterday the friendson friend the adini admission aslon of colorado inspired hy by the success or of new diex alex mexico ico leo now mean to press their case to I a vote on monday so that the whole question of these territories and perhaps of others jike like ike montana and washington will come up before congress 0 I 1 for or discussion cus sion we believe in dealing with our territories in a liberal spirit and tile tee whole question should be discussed not so much as affecting the tile domination of one party or the other but as a question of the gravest public concern if the welfare of these territories is to be served by their ad admission into the union as states let them be admitted but we tye have seen no argument showing this to be so if our contemporary has not we have we have dot not only seen arguments showing that but have felt them because wo we jive in a territory and we ought to know where the shoe pinches the herala herald Ir erald considers een cen siders sidena that it would be much better for t the lle interests of the union if this whole question of senatorial representation were to be carefully revised that the senate should be reconstructed ted and made more republican in tone and that no higher reason thau than this for the non admission or of new Mexico ij exico appeared in the recent congressi congressional oual onal discussion upon the subr subject act then as mr maynard remarked the argumentation was projected on a low plane in tile the discussion in the house it was well stated by mr hoar that equality of senatorial representation was one of the principles upon which the federal constitution was framed and by mr nin hereford that it was in accordance with the theory upon which the federal government was foun founded dad that upon that point the great fight took place at the formation or of the constitution and that it was wag maintained that each state should have two senators in thu tho federal Sena teto represent the sovereignty of tile the state thus Con eon congress ress maybe may be considered a sort of compromise body the senate representing the tiie sovereignty of the states and the house the sovereignty of the people I 1 mr ar potter the tte new york Jf erald 1 and others would destroy this equality of state representation in the senate enate 9 and base the senate representation as is the house representation upon the ratio of po this is a matter which congress can attend to by constitutional amendment ir if it has the disposition to do so but on whichever of these systems senators may be chosen it is no reason why the people of the territories should be deprived of the common rights of american citizens as they aie u under rider present presen t regu regulations lations for fon nora fora a territorial ri nit hit orial government is not by consent of the governed their consent is not asked nor regarded they are taxed without representation they do not choose their own officers congress can annul all the laws of a territory reduce e the limited rights already enjoyed by the people ther thereof eor and rule them absolutely by officers not chosen by but imm inimical ical r and hateful to them as is now much the case in utah there is nothing in the federal constitution nor in any principle of the american government to warrant such unequal rig rights ts such rank in injustice u stice as this til tol th the p people eople of the territories 1 li tories have no voice in either house of congress no absolute voice even in their own local legislatures no voice in the chaice of their rulers the people of tilo tiie states have abs absolute 0 voices in all these things and the tile only shadow of injustice to them as to representation woman suf sui suffrage excepted is this very slight one of state equality in the senate which is nothing to be compared to the political inequalities and various va riou rlou disabilities inflicted upon the people of the territories ri hence the right of a territory t to 0 admission as a state to ai re rectify ry these thee laring glaring inequalities and d remove these aliese oppressive and unjust disabilities |
