The two-dagathering will open Thursday at 8 a.m. in the Salt Palace with a political forum to which all nine Utah candidates for the U.S. House of Representatives and the U.S. Senate have been y invited. Dr. Arthur F. Corey, former executive secretary of the California Teachers Association, will address the conventions first and only general session Thursday at 10 a.m. in the Salt Palace Arena. The special reading day, tied in with the naJonal Right to Read project, is sponsored jointly by the Exemplary Center for Reading Instruction, the State Board of education, the Utah Council of the International Reading Association, the UEA, the Council for Exceptional children and the Utah Association for Remedial Teachers. Agency Asks Title I 'Proof Utah school districts will have some extra bookkeeping as a result of a memorandum sent to all chief state school officers by Dr. T. H. Beil, acting U.S. Commissioner of Education. In order to receive federal Title I funds, districts will have to prove they are spending as much per student for education of children in poor areas as they are for children in affluent areas. Federal Title I funds are to be spent in schools wheie family income is beluw norms established by the U.S. Office of Education. All 40 Utah school districts have at least one school which qualifies for Title I assistance. The Title I money is intended to supplement state and local funds. The USOE says there is considerable evidence that some school districts are substituting Title 1 funds and then taking state and local funds for ue elsewhere. Richard L.
