The council was created in 1965 by the Western Governors Conference and, while it has no legal authority, it is expected its recommendations could serve as basic regional water policies of long-terimportance to the West. Representatives on the council serve as advisers to their governors, including those of all western states with the exception of AlaFka and Hawaii. The principles adopted Friday acknowledge by impliction the possibility, of future water diversons and- - call for "protection of and assistance to states of origin" in the planning process.
