which I 1 am informed of my nomination forthe for the office of president of tue thy united states by the republican notional convention at cincinnati I 1 nee accept ept the nomination with gratitude grat gral hude Kude and r providence I 1 shall he be anxious it if elected to execute to the duties of the high office as a trust for the betle betie fit of the people I 1 do nut deem it necessary to enter upon an extended examination of the declaration of principles made by the conven tion the resolutions are in accord with my views and I 1 heartily concur in the principles tbt thy y a announce in r regard to them the fifth resolution adopted by the convention is of paramount inter est more than forty years ago agg a dyste i m of making ts to office grew up basei base upon the tbt maxim to the victors belong the spoils the old rule the true rule that hon honesty estyl capacity and gid fid fidelity fidfl ity lity its constitute the only real fica flea for otice office and that there is no other claim gave placebo place to the idea that party services were tp to be chiefly considered all parties in practice have adopted this system it has been essentially modified hince its nira fira introduction it has not however been improved president either directly through he heads of departments made all the appointments but gradually the appointing power in many matay cases passed into the tho control of members of congress the offices j jn in these cases have become not merely merey rewards for party services but rewards for services to party leaders this system destroys the independence of the separate departments part ments of the government it tends directly to extravagance aud and off iclal official incapacity it is a temptation to dishonesty it hinders and impairs that careful supervision and strict accountability bychich by which alone faithful and efficient public service can be secured it obstruct obstructs ii the prompt removal and suro sure punish ment of the unworthy in every way it degrades the civil service and the character of the government it is felt I 1 am confident by a large ma majority dority of the members of congress to be an intolerable burden and an unwarrantable hindrance to the proper discharge of their legitimate duties it ought to be abolished ant TUB reform should be thorough radical alid and complete we should return to the and practice of the founders of government supplying supplying by legislation when neede that which wa waa formerly established by custom they neither expected nor desired from the public officer lamy return of prosperity that uncertainty can be ended in but one ono way the resumption of specie payment but the longer itinger the ins lus instability connected with our pres rit ett wit bouey s la is complete protection of all its citizens in the free enjoyment of all their constitutional lights is of timely and of great Import importance since riia rhe condition of the sou southern bouthern state states attracts the attention and commands the sympathy of the whole union in their progress ye recovery from the effects of the war their first necessity is an intel and aud honest administration ot the government rovern ment which teet teel all classes of citizens in all their political and private rights what the south most needs is peace and peace depends upon the supremacy of law there can be no enduring peace if the constina cons titu tita dional rights of any portion of the people are habitually disregard disregarded td A division of political parties resting merely upon distinctions orrace of race or upon sectional hues lines Is a alway always M unfortunate and may be disastrous the welfare of the south bouth ali all that of every other part of the country depends upon the attract lions it can oten offer to labor to immigration and to c capital apitai a pital but laborers will not go and capital capiral will not bo be ventured where the constitution and the laws are set at defiance ilice ad distraction apprehension and alarm take the place of peace loving and law abiding social life lire all parts of the constitution are sacred and must be sacredly observed the parts that are liew new no less than those that are old the moral and national prosperity of the southern states can be most effectually advance i 1 by a hearty and generous recognition of the rights of all by all a recognition wl without thou t reserve or except exception fon lon with vi th such a recognition fully fu I 1 ly accorded it will be te practicable to the influence of all legitimate agencies witha a civil service organized upon a system which will secure purity and economy a regard for the public welfare solely in appointments and the speedy thorough and unsparing prosecution and punishment of all officers who betray official trusts with a bound sound currency with education and free to all with simplicity and frugality in ica nd I 1 private affairs and with a fraternal spirit
