Save Lives Protect Property SHERIFF PRAISES SEARCH AMP RESCUE UNITS One of Davis Countys., greatest assets ap? the auxiliary search and rescue units, i.e.; the Official Bountiful Jeep Posse, the Davis County Jeep Patrol, and the Sheriffs Mounted Posse. The Davis County Sheriffs Office has and will continue to dispatch in every appropriate situation these outstanding citizens who" have given so unselfishly to this high and noble American tradition of rendering service to others. OUTSTANDING RESPONSE RECORD In 1974 the Davis County Sheriffs Office had an average response time of 22 minutes to all calls received. Sheriff Lawrences philosophy has been to get the most capable help as quickly as possible to the citizen in need. Thus, with such an emphasis, Sheriff Lawrences men have succeeded in reducing the average response time throughout Davis County to less than 5 minutes. DRUG ARRESTS SOAR Six months after Sheriff Lawrence took office in 1975 he abandoned a federally funded Narcotics Task Force which he said was not effective enough, difficult to administer, and too costly. Since eliminating the $82,000-a-yea- r program and correlating with the State Narcotics and Liquor Law Enforcement Agency, Davis County has not only saved ah enormous cost, hut wiped out jurisdictional and administrative problems and increased the number of felony arrests for narcotics violations by seventy (70) percent. MAJOR CRIME RATE DOWN 7 PERCENT SHERIFF LAWRENCE OBJECTS TO BIG RAISES FOR ELECTED OFFICIALS County elected officials took a leap into absurdity amid other frustrations to Davis County taxpayers. The Sheriff was an exception. The Recorder, Treasurer, Assessor, Clerk, and three County Commissioners, voted to give themselves a 22 to 24 percent salary increase ($317 per month). Sheriff Lawrence credits, among other factors, this success trend to better access to help, improved communications system, commendable public support and involvement, faster response time to citizens calls, and a little bit of credit to himself as the leader and motivator. 1978 salaries for Davis cent cost of living increase only. Forty (40) hours of basic inservice training is required annually for all peace officers and must be certified by the Police Academy (P.O.S.T.). Last year the deputies of the Davis County Sheriffs Office completed an average of 232 hours per man which was the highest of any law enforcement agency in Utah. In addition, approximately 20 Davis County Deputies are state Certified Emergency medical training for peace officers in Davis County has resulted in dozens of lives saved. Sheriff Lawrences influence not only opened the door to this type of training for lawmen, but as a member of the emergency Medical Services Council and the State Paramedic Advisory Committee, under Sheriff Lawrences leadership the Davis County Sheriffs Office has developed paramedic services which has been hailed by city, county and state officials, doctors and hospital administrators, and an ad hoc committee as one of the most professional, the most economical, and the most efficient paramedic service in the western United States. PAID FOR BY APPRECIATIVE TRAINING EMPHASIZE CRIME CLEARANCE RATE HIGHEST IN HISTORY At the end of 1977 the Davis County Sheriffs Office recorded the highest clearance rate ever achieved (81 percent of 423 major crimes committed were solved andor cleared). Sheriff Lawrence credits this success to the outstanding investigative abilities and leadership of Detective Sergeant Leo Monks and the teamwork of his investigators. Sheriff Lawrence has foresight to assign personnel where they are happiest and function best. SHERIFF LAWRENCE IS INNOVATIVE By taking advantage of heretofore unexplored resources, Sheriff Lawrence has obtained the following benefits at no cost to Davis County to help improve the Sheriffs Office service to you: Cost to Although the Sheriffs Office budget has doubled since Sheriff Lawrence took office, revenues generated by the Sheriffs Office have more than tripled. Sheriff Lawrence has underspent his budget each year and returned to the Davis County general fund unexpended surplus totalling over $35,000. While the total Sheriffs Office budget has increased, it has been proportionately less than the 131 percent increase in the countys total operating budget (up from $3.5 million to $8.1 million).
