City officials have abandoned, for the time being, plans to construct three new stations for the West Valley Fire Department. Instead, plans now call for construction of a station in Hunter, continued use of the Beaver Street station and utilization of the back portion of City Hall, the City Commission announced Tuesday. The sole bidder on the contracts, Research Industries Corp., withdrew its offer Tuesday after a week of negotiations failed to resolve differences over the price of land for the stations. Research Industries was asking around $150,000 an acre for property around City Hall and $62,000 an acre for land in Hunter, amounts far greater than the city was willing or able to pay, a city official said An appraiser brought in by city officials estimated the value of the land around City Hall at $120,000 an acre for a single acre, or $60,000 per acre in a block, Commissioner Mackay said. A fire station west of City Hall would have occupied one acre, but city officials also were negotiating the purchase of 17 acres for future development of a City Hall complex. Before the Research Industries bid was withdrawn, city officials explored the possibility of condemning the land, an action which probably would have lowered the asking price of the property, as well as providing a tax break for Research Industries. But that option was discarded when officials learned that condemnation procedures would require the city to post a bond equal to 75 percent of the value of the condemned property, as estimated by municipal of- ficials, Treasurer Randy Baker said That amount was more than the city could afford to put into trust, he added. The overall contract package was responsible for much of the problem, Mrs. Mackay said Contracts called for bidders to arrange financing for the project, purchase the land, build the station and lease the completed product to West Valley. Arranging financing for the expensive project was a major problem for prospective bidders and, as a result, only one bid was entered, she noted A new contract bid for a station at roughly 6400 W. 4100 South will not involve financing, only construction of the station, Mrs. Mackay said. That should ease the difficulties and attract more bidders, she added The commissioner said she expects a contract to be awarded by Nov. 1 and an operable station to be in place in Hunter by Jan. 1. Fire Chief William Lukens said the commissions decision was "valid and appropriate, stressing that the change in plans will not hinder his departments ability to provide fire protection "This will give us more lead time to build stations in appropriate locations, said Lukens, adding that the city is committed to a station in Hunter to go along with the two other facilities Using the rear portion of City Hall originally was planned by city officials, but a separate building was considered as a means of dealing with future growth needs. Negotiations with the county are under way for use of the Beaver Street station for six to nine months, Lukens said. County officials had planned to discontinue use of the Beaver Street station, or to use it only for paramedics units because it was obsolete and too small for large fire equipment.
