the instructions have arrived after the time set for the law to go into operation all letters up to the tae we date or 0 your re belving receiving the same which la in your office had hid better be forba ded to their destination under the old bid la law As many persons may not understand understand the nature of f the law atwould it would be well for fon you to call th ir lr attention at your public mee met meetings tIngs informing them that letters to any part of this territory will wilt be required to be pre paid as well as to distant points stamps and stamp envelopes can be procured at amend attend the act entitled can an act to reduce and modify the rates of hostages po stages n the united states and tor for other purposes passed march threes three elgh eighteen teen hundred and lifty fifty one be lie it enacted by the senate and of representatives t ves ot of the united states ot of america in congress assemble that in lieu of or the rates of post postage aret aget now established by ty law laws there shall be charged the fol rol lawing rates to wit for every single letter in manuscript manuscripts or paper of any kind in which information shall be asked for or communicated ca ted in writing or ty by marks or signs sims conveyed in the mail for any distance between places in the united states not exceeding three thousand miles three cents and tor for any distance exceeding three thousand mile ten cent and for a double letter there shall be charged double the rate above specified and fora tora trebie treble letter trebie treble those rates and for a quadruple letter ietter quadruple thosa those rates and every letter or parcel not exceeding halt an ounce la in weight shall be deemed a gingle dingle letter ietter and every add additional I 1 tiona weight weigh 9 of halt half an ounce or additional weight ot of less lesa than all halt half ail an ounce shall be charged with an additional s singie single postage pottage and upon all letters passing through or in the mail of the united states excepting such as are to or from a foreign country the hostages po stages aa as above specified shall be pre paid except upon letters and packages nd ad dressed to officers of the government on official business which shall be so marked on the envelope and from front and after the arst first dac dar davit of january eighteen hundred and fifty fafty sa six the postmaster general may require postmasters to place plate postage stamps upon all pre paid letters upon which buch stamps may not have lave been placed by the tha writers and all drop lettery letter ietter or letters placed in any post kofl ofilya ca not for transmission through the mail but bat buttor for tor del delivery very only shall be charged with postage at the rate of one cent each and all letters which shall her ber hereafter earter be advertised ax as remaining over or uncalled for in any post port office shall be charged with one cent each in addition to the regular postage both to be accounted for as other po stages now are SEC ftc 2 and be it further ena enacted acted that it shall not be lawful for any postmaster or other persons io to sell any poi poo tage stamp or stamped envelope for any larger sum than that indicated di c abed upon the face of such postage stamp cr or for a larger larger s sum um than iy ay the post oses department and any person who shall violate this provision shall be deemed guilty of a misdemeanor and on con oon thereof shall be fined in alry aliv srm not less than ten nor more than five hundred dollars this act to take effect and be in force from and after the commenced commencement lent of the next fiscal quarter after its passage provided that nothing herein contained shall he be so c construed as to alter the laws in
