According to Marcy, there is really no point to the membership laws. In theory, they are meant to keep tabs on who has been drinking, like a big brother mentality. But, she says, that doesnt really happen. Dakis agrees that the membership laws arent necessary. He says they are meant to keep people from bar hopping and keep people from drinking. Overall, Dakis says the laws are meant to make it look like its hard to get a drink in Utah. Marcy believes the main problem is the laws are a distraction to safety. There is too much going on at the door so the focus is not on checking IDs like it should be. Businesses see memberships as the main obstacle in bringing in new members, said Borreson. One obstacle, he says, is Lumpys Downtown is forced to charge the membership fees to the lunch crowd. He says these customers want to enjoy the atmosphere and amenities of a private club but are unable to do so without the extra charge.
