Show r "1 t . ite I THE FORUM Parking Continued from pg.l oversight of Westminster Campus Patrol and Plant Operations). Morgan said the residents of the neighborhoods surrounding Westminster have been threatening this type of action for years. He said, I cant think of a worse time for this to come about as we are looking at the construction of the Health and Wellness Center Morgan is confident that realistic solutions for the parking problem will come when the Jewett Center is completed next fall and upon completion of the elevated soccer field and parking complex in 2005. According to Rick Grove, administrative assistant to plant operations, In order to try and encourage students, staff and faculty to park on campus the college does not charge for an parking permit most colleges do though charge. So far this academic semester, the college has issued 1,000 of the passes. Still, a pass doesnt do much good if there is no place to park on campus. Grove said, Additionally, the college has received a grant from UTA and the federal government to offer one annual on-camp- us UTATRAX pass (known as the Ed Pass) to every student and staff faculty member for I K He said that this is a only $35. . savings of $361 compared to h the purchase price of 12 one-mont- student passes. The Ed Pass is good on all UTA routes except for the ski resorts and FLEXTRAN. According to Morgan, around 150 of these passes have been purchased thus far in the semester. However, he projects that the UTA Ed Pass purchases will increase as students catch wind of the upcoming parking concerns. This plan is somewhat similar to the one in place at the University of Utah. According to a staff member from Commuter Services at the university, We charge each student that will use an Ed Pass a flat rate per credit hour (that comes out to be 86 cents per credit hour) which goes toward our transportation fund. The university faculty also contributes money to the fund if they use the service by having a certain amount deducted from their benefits package. We then sign a contract with UTA on a flat calculation based on the number of students and faculty that will be using the service. The university currently has a three-yea- r contract with UTA. Their contract negotiations started a few years ago because the university has agreements with its surrounding neighborhoods on how far up the hill they can build and how much parking they can allow near residences. Westminsters current contract with UTA is for two years. Morgan provided the following statistics: Westminster currently has 2,493 enrolled stu . dents, of which 488 are graduate, 2005 are undergraduate, 233 are part-tim1,722 fulland time, 480 live 1,200 commute to campus. Around 2000 commuter students or 66 percent of the - e, ill on-camp- us undergraduate students subsidize the majority of the ASWC budget with their student activity fee that ranges from $22 (for enrolling with two credit hours) to $42 (for 12 or more credit hours). Considering these facts, it is more than appropriate to commuter students should be represented in the most effective manner that ASWC can exert at this time to show they are working for the student interests. Passing the con-clude'th- at Transportation Fund bill (ASWC S.B. percent is hard work, 25 percent is being saying, in the right place and the right time. Valdez agreed, as she offered a personal anecdote of taking advantage of a one-tim- e offer made by Bill Gore to her Westminster business class. could completely subsidize the purchase of annual UTA Ed Passes and alleviate commuter parking concerns. With the zoning restrictions . beginning in less than two months and the number of students attending Westminster continuing to increase, something must be done immediately to resolve the parking problem that has become official. Since the problem has plagued this institution for the past few years, it certainly cant be said that no one saw it coming. Money is the only remaining resource to solve this problem. Whose money will be used and will Westminster students be represented? Valdez said, Bill will give you one call f v said, I one opportunity if you need me, and I tucked his card away and nearly forgot about it.
