Annual rental payments for approved contracts will be made to eligible farm owners or operators who convert eligible land to permanent cover. These payments are limited to $50,000 per year, according to the Agricultural Stabilization and Conservation Service (ASCS). The purpose of the program is to establish permanent vegetative cover for land suffering from high erosion or serious water quality problems, the ASCS points out. Each contract will be reviewed by the ASCS committee, which v will then make recommendations to the national office as to whether the officer is acceptable. Offers will be ranked on an Environmental Benefits Index based on seven factors, including: Surface water quality Ground water quality Soil productivity Conservation compliance assistance Tree planting Assistance to state water quality impairment areas Conservation priority areas. The main thing to do now is just to wait and see, as spring growth begins. Delay pruning until you can see where there is dead wood or buds. All the dead wood must come out, but if there are some live buds around you may not want to prune as heavily as usual. Wait on pruning ornaments, too. There may be considerable die back, but regrowth will usually take place. Sometimes the intense cold causes crack injuries. If these are apparent, they can be repaired now by supporting the limb and bolting it in such a way as to close the crack. Dont bind the limb to seal the crack, or it will be girdled. About ever ten years a tour is set up for snowmobile association presidents from throughout the Western United States to visit Utahs mountains and see first hand the quality of their snowmobile country. This year the tour started north of Vernal in the High Unitahs, traversed west through Strawberry, over to the Bear River Country, then south over skyline drive up and to Gooseberry and on over south to Rubys Inn near Bryces National Park. Dont drink alcohol or smoke cigarettes to help you sleep. Drinking even small amounts of alcohol can make it harder to stay asleep. As far as this years' snow outlook goes it is improving daily, at least this week. Some farmers have their fields prepared and the seed in the ground prior to this weeks storms and as long as there is no severe foul weather in May could see crops budding up shortly.
