However, the NCA and the U.S. Prpt of Agriculture agree that the psychological impact may be greater than the strain on the pocketbouk. The dairy herd buyout program will will dispose of nearly a million dairy cows, which cattlemen frar will have a devastating effect on the beef cattle market. A Urge part of the beef produced under the buyout program would have ended up as part of this year's beef production anyway, Butler noted. A third of the cows in the herds paid for by the government would have gone to slaughter under normal culling programs. At least another 200.0UQ head would have been part of hrrds add off because of the owner's going out of business. Statistics show that about 10,000 dairy farm 'fold' each year. Anticipating an overfuel of the red meat market, the government plans to buy 400 million pounds of meat products for domestic and overseas feeding programs. The implementation of the buyout program had an immediate effect on cattlemen, Butler noted. In many instances, cattlemen and ranchers many of whom were already sustaining a loss on every animal they sold, saw an immediate tripling of those losses. It was estimated that the industry lost an additional S25 million in one week due to the market decline caused by the effects of the dairy buyout 0 - states. j program. In Utah, 177 herds were accepted into the program and will reduce the state's dairy industry by 16 A Utah's buyout includes dairy cows, 5,132 heifers, and 14,010 calves. Nationally, 13,988 dairies are involved in the program, for a total cost of $1.8 billion. Dairymen were asked to name a price per cwt., for their herds. Bids submitted in Utah went from a high of $104 in Beaver county to a low of $6 in Summit county. All bids of $22.50 and below were accepted. The government asserts that much of the meat from the dairy slaughter will be exported, and will also be used in the national school lunch program, and they emphasize that meat purchases will be carried out in a systematic wav. , SUMMER SNOW SUMMER SCHOOL 4-Ju- 21-Aug- 16 ly 29 ust it Nv V A K N 1 4 ) Timetable for the buyout in Utah is as follows: April 110 June July 1 herds. to August 31, 8,048 cows, Sept. 1, '86 to Feb. 28, '87, 1,525 cows, 17 herds. March 1, '87 to Aug. 31, '87, 4,437 cows, 50 herds. Butler said that problems associated with the buyout program are less significant than many persons have assumed. "The cattle market reductions which have occurred as a result of the program are not justified by the facts. This is another example of how government programs can have a psychological impact that is devastating to cattlemen, Butler concluded. Of this amount, 145 million pounds would have been produced for slaughter normally, and an additional 107 million pounds would have been produced from dairymen going out of business - leaving a net addition to the meat supply of 383 million pounds. Anglers who cooperate in the tagging study will get a $5 check from the Utah Division of Wildlife Resources or Wyoming Game and Fish Dept, just for sending in information about the tagged fish they catch. DWR biologist, Roger Schneider-vin- , who heads up the Utah part of the tagging study, says the mackinaw fishery at the Gorge may be headed for trouble if anglers continue to catch so many big fish. The purpose of the tagging program is to find out more about lake trout harvest on the brg interstate reservoir. "We want to see if too many of the larger fish are being harvested, I ! Schneidervin said. Those are the mature spawning fish weighing five pounds or more. tore program that would dump millions of pounds of red meat on the market. The beef would come from the slaughter of many dairy herds throughout the country as a means of limiting the tremendous surplus of dairy products that now exists. Agriculture has accepted bids for 1.5 million dairy cows, heifers and calves, Garn noted, as part of the whole herd buyout program. Unfortunately 1 million dairy animals will be dumped on the meat market in the next five months if the program is not restructured. The proposed beef glut has already driven meat prices down, and could cost beef producers millions of dollars this year, Garn said. In fact, the prices have been driven so low that some of the dairy farmers are having second thoughts about giving up their herds." The Agriculture Departments original plan was to buy the herds and sell the beef over an 18 month period. Some impact on beef prices was anticipated, but the actual impact the deterioration of prices was introduced into the Senate to temporarily suspend the program, and direct the Dept, of Agriculture to implement the buyout evenly over the originally announced 18 month period. The program, as approved by Congress, instructs the Department of Agriculture to purchase 400 million pounds of red meat in three disposal periods as a protection to the beef industry. Agricultures intent is to make this purchase at one time. To stop S.2280 f too the following information: weight and length of fish; date and location of catch; number of anglers in party; number of hours fished. The information will be analyzed and if we find that the number of larger fish is declining, well make Schnesome recommendations, idervin said. Managing the trophy predator fish like lake trout is quite a balancing act. If too many are harvested, the trophy aspect of the fishery suffers. If too few are taken, they can overrun their food supply and growth suffers. THE PLANT PLACE Grecian Urns, pots Hanging Pots Bedding Plants The biologist says many big fish are removed, the trophy character of the fishing may suffer.
