By the time you read this, some of the bill will have already passed or failed, but consumers should still be aware of the legislative battles. Senate Bill 13: Would help grasshoppers Grasshoppers may cause disastrous levels of damage this year on thousands of acres in Utah, says a range ecologist at Utah State. The damage caused by grasshoppers last year was almost unbelievable in some areas, but damage could be disastrous this year if weather conditions are right, according to Jim Bowns of USUs Agricultural Experiment Station. Weather can help control grasshopper numbers if a warm spell in April causes grasshopper eggs to hatch and a cold snap follows killing the emerging nymphs. An early, warm spring, however, means more grasshoppers. Surveys last fall indicate grasshoppers may have to be controlled on about 3 million acres in the state, says Tom Crowe, officer in charge with the USDA in Salt Lake City. The increase in grasshoppers coincides with a decrease in federal funds allocated for grasshopper control. Funds have been cut for controlling the hoppers, APHIS, has approved only $1 million for grasshopper control nationwide apd will control grasshoppers only on federal land - and then only if the state pays half. No federal funds are available for grasshopper control on other lands. That decision has been a real bombshell since the state has never had to pay to control hoppers on federal range lands before, Crowe explained. Failure to control grasshoppers on federal range land hampers control on adjacent lands. Simply controlling hoppers on your own fields wont be effective since they tasily migrate from and to other areas.
