Our treatment plant has not been meeting existing standards for waste water disposal. New and more stringent requirements effective in July of 1985. Your city council has employed an engineer to conduct this first phase. No decisions have been made on the solution to this pending problem. We have voted only to have this study conducted at a cost of about $11. 000 from the city, and $22,000 from the state. According to Tim Jones, the E.P.A. would finance 55 percent of the change and if we go to the Lagoon System, there is the possibility of an additional 20 percent in finance. A financial plan that would pay for from over half to three fourths of this project would greatly lift the shadow of tax burden from the citizens of Salina. Your city council did not dream up the need for this change. We have been mandated by the E.P.A. to take steps to meet the new standards Failure to take these steps could result in fines of up to $1 0.0(H) per day! The meeting was very much worthwhile. Had Mr. Mullican ever attended one of the hearings, he would be aware of the weeks and months of hearings of protestants against rate increases. If he knew anything about the PSC, he would recognize that it is a judicial body; and as such, hears an applicant's case for and a protestant s case against. Based upon the evidence presented, it is required by law to render a decision commensurate with the facts. When a utility rate case is presented and the justification for increase determined, the Commission has no alternative but to render a decision approving. If the case does not show cause, it will be disallowed or only a percentage of the requested increase will be granted, based on the findings. If Mr. Mullican feels the shareholders of UP&L receive excessive dividends, said stock is on the open market available to him or anyone else; and he could participate in ownership of UP&L if so desired. If Mr. Muliican questions the integrity of the Company, he should investigate the integrity of its officers. I so state, as lar as the management of UP&L, w ith w horn I have personally associated for over 35 years, I know them to be totally honest and forthright.
