Show The Sdhna Sun Wednesday, August The Selina Sun 30,000 barrels per day available Public meetings are set to receive publics comments on a proposal that could make possible the recovery of bitumen from up to 66,000 acres of an area known as the Tar Sand Triangle in Wayne and Garfield counties in southern Utah. About half the potential development could be within Glen Canyon National Recreation area. The remaining lands are administered by the BLM and the state of Utah. Liquified bitumen is a tar like material that can be refined into a variety of hydrocarbon products, including petroleum and lubricants. Five alternatives are being examined, all of them based on a proposal by 15 oil and gas lessees to convert each lease to a combined the hydrocarbon lease. If fully developed the properties could support extraction activity over a period of 100 years or more. If leases are approved for conversion, the BLM will issue new combined hydrocarbon leases with a ten year term to holders of existing oil and gas leases. National Park Service consent would be forthcoming only if the development would have no resulting significant adverse impacts on the resources and administration of Glen Canyon NRA or on contiguous units of the National Park System. The boundary of Canyonlands National Park is contiguous to the proposed Tar Sands development W" site in Glen Canyon. Among the alternatives examined in the draft EIS are the following: 1. Full conversion, as sought by the applicants. This would involve a total of 54,546 acres. Portions of the applicants 66,000 acre proposal are not eligible for conversion. 2. Full conversion, but with additional protective restrictions to minimize impact on critical re- - Be careful poirfcs if tar Sands Ok'd sources. The restrictions would archeological sites, cliff edges, springs, raptor nests, s etc. This would reduce apply to view-shed- developed area to 23,541 acres. 3. Deny conversion on BLM lands which are under consideration for wilderness designation. This would reduce potential developed area to 14,090 acres. 4. Deny conversion on lands that are within Glen Canyon NRA. This would reduce the potential developed area to 14,745 acres. 5. Deny conversion of all leases. with that Chainsaw In this case the applicants existing oil and gas leases would remain valid until expiration of the lease terms. Tar sands are an asphalt like material in deposits that range from near the earths surface to 3,000 feet in depth. To recover these materials, developers propose to liquify the tar by injecting steam in drill holes and withdrawing the liquid bitumen from central production wells. Phases I and II are primarily exploratory activities which involve 1, 1984 7 drilling and testing of core holes to assess the extent of the tar sand deposit. Phase III would involve testing extraction technologies in a pilot scale project in which there would be 8 production wells and 2 central steam injection wells. Combined, these phases would occur over a period of ten years. Phase IV would be full commercial development from what are called extraction zones of varying size. There are 18 such zones in the development area. Each extraction zone would have perhaps 1,000 production wells and 940 steam injection wells. Each zone would have a projected recovery rate of 30,000 barrels of bitumen daily. Chain saw safety is a growing concern. The Consumer Product Safety Commission recently announced that 133,000 chain saw related injuries occurred last year. Wear protective clothing, including hard hat, heavy duty gloves, eye protection, hearing protectors, safety boots and trim fitting clothing. Always use a chain saw equipped with a chain brake. Beware of kickback. Dont over of the guidebar contact any foreign object. Cut at high speeds and keep the chain sharp and properly tensioned. Never operate the saw when tired.
