School Talk what Purchasing . L i it's all about By Lynn Hailing, Supervisor of Supply and Maintenance School purchasing is based on budgets ...budgets are based on needs in the schools. ..and needs in the schools are based on the number of students, staff and the building. Areas involved in purchasing are school supplies, instructional equipment, equipment, custodial supplies and equIpmtfat'Ultuttbing and electrical supplies for maintenance' artd repair, hardware and wobd supplies for remodeling and repair, and automotive supplies for upkeep and repair df the bus fleet. The purchasing process begins with the and-o- r determining of amounts of supplies equipment needed by each school and fitting them into the district budget. After allocations have been made and quantities determined, bid requests are sent out to all companies in the area who can supply the items needed. After the bids have eeen received and summarized, the school people involved are brought in and a decision to purchase is made. it Some 4,100 in all More women at work in BE ON OPERATION the Bureau of Labor Statistics, the Department of Commerce and others. They show that women have drastically altered the job market in the past decade or two. The number of them in the labor force has increased from 23,240,000 in 1960 to 31,500,000 in 1970 and to nearly 38,000,000 at the present time. More Time Much of the increase has been due to married women, especially those of middle age, who have more time on their hands now that their children have grown up. Among younger women, also, the trend is toward outside jobs rather than toward housework. A survey by the Institute of of Life Insurance finds that only those under 25 prefer the housewife role. The net result is that a greater proportion of jobs are held by women than ever before and, consequently, a larger proportion of families have more than one income. In Box Elder county's regional area, an estimated 37.9 percent of those employed are women. Nationally, women have 40 percent of the jobs. . In determining the purchasing of all items, price is an important factor. ..but of equal Importance is the quaity of the product or item. When purchasing equipment of any type, the service on these items is of equal importance to the other two factors. Central purchasing saves offers f necessary -- In Box Elder county, women at work is the order of the day. Each passing year finds more and more women in the labor force. The current figures indicate that some 45 percent of the' local female population over the age of 16 are now employed outside the home or are looking for such employment. In actual number, according to the latest findings, close to 4,100 local women, out of a total of 9,110 of working age, are in the labor force. They are filling jobs in offices, in retail tores, in factories, in the educational and health fields and in a wide variety of other occupations. There is little that remains closed to them any more. Here again, quality plays a role, as do the factors of availability and service... all things that lead to saving money for the district and keeping the budget in line. NEEDLESS TO SAY, additional Editor: While reading recently some adverse comments about local decisions to conduct some of the traditiOM) activities associated with the 4th of July on Monday; the '5u, it smsA somewhat strange to hear criticism when people were exercising the freedoms granted by the events of 1776. To suggest that we are out of step with the rest of the nation by choosing to honor the 4th with religious oriented events is really a compliment rather than criticism as we would not have gained tiie freedoms we prize so highly without the help of divine providence. Our forefathers paid a dear price for the privilege, right and opportunity to determine locally and individually the way we would part our hair, conduct celebrations, establish laws, customs, habits, etc. The local celebration honoring the pioneers to this area on the 24th of July is an example of being free to establish a custom and tradition of local interest and concern. Other communities exercise similar celebrations and traditions according to their needs and desires. Having freedom does not eliminate unwise or even foolish choices, however so long as we retain and value our freedom, we can change and correct, thus improving ourselves and communities. For the most part, those opposed to freedom for others or themselves do not wish to be responsible for the outcome or assume blame for unwise choices. Removal of to some remote place sometimes major decision-makin- g seems an easy way out for some. The main problem with this sort of situation is that we do not have the opportunity to grow and develop our potential if we allow someone else to make all the major decisions that govern our lives. In this context, a free people must also be a forgiving people to allow for the human mistakes we all make from time to time in our growing up stages of growth. Perhaps the greatest deterrent to true growth and progress is pride that does not allow admission of errors of judgement and choice. It is always cumbersome to correct a problem no one admits. pur- chases are necessary during the year.. .even though suppply purchases are based on use in a previous year, the amount to be used in a coming year is a guesstimate" to the best of our ability..an item used to excess last year may have a minimal use this year. In years past, a bid price could hold for the duration of the school year, this is not the case no. Prices change almost monthly or even more often. The purchasing system is designed to save money, have supplies when needed and expedite payment of same. , t one-fourt- h In Contrast In contrast to the 45 percent of Box Elder countys female population now in the labor force, there were only 31.3 percent in 1960. The average nationally is 39.8 percent. It ranges considerably above and below that level in other sections of the country. The changes that have taken place are depicted in facts and figures compiled by Respectfully, Merrill H. Glenn, Jr. I i Book From TV is i step-broth- er That may not be educational T.V., but it is T.V. education. By now, halfway into the summer recess from school, frustrated parents are wringing their hands and bolding their heads as their kids register their boredom. What To Do? can I do?" is a frequent what Mom, question and See whats on the T.V." is an aU too frequent answer. Summer time is indeed prime time for young T.V. watchers in their search for relief from heat and boredom. In a recent article in the New England Journal of Medicine, two physicians joined many educators and psychologists to raise their voices in alarm over the negative effects of T.V. violence on the behavior patterns of youngsters. The editor of the prestigious medical journal, Dr. Franz J. Ingleflnger, says, The glorification of violence on T.V. must stop. The hazard is the exaltation of violence on television, its victims are all our children, and the disease is a distortion of values, attitudes and morality. As an educator and parent, I, too, raise my voice in protest. And protest I think we must. The T.V. media is sensitive to the viewing audience, and they will certainly their programming if enough of us let them know of our displeasure. May Get Worse If there are not enough, things may get worse; and even if there are, the process is a slow one; so in the meantime, it is still up to us as parents to meet the problem individually. To toss out the set would be to throw out the baby with the bath and to drive the kids to the cool recesses where the neighbors T.V. flickers. Thats not the answer. the Brigham Screening what your children watch is time consuming and difficult, but it seems entirely essential. Help them develop a taste for uplifting programs (Olympics, anyone?) and find some other project while tiie sordid soap operas cry and the guns of violence blaze. It wont be easy. Good luck.
