This was the conclusion reached by Utah Foundation, the private research organization, in their analysis of the 1972 budget session. Under the present public employee retirement law, the employer and employee each contribute 4 y2 percent of salary costs to the state retirement fund. Under the new law passed by the 1972 budget session, the employing unit will assume the employees 4 y2 percent share, resulting in a total cost of 9 percent to the state. This total contribution will be raised to 9Vi percent in 1973 and finally to 10 percent in 1975.
