But to qualify the best, . . . And he was in top form in addressing a small gathering at the community center in the morning and a larger noon luncheon group at the Red Baron. In the most recent general election, virtually all ates ran against Washington, vowing to cut the size of the federal government. Of the president's reported intentions to continue his battle against funding for the water projects, despite having signed a public works bill funding them for another year, Garn said, Now hes a sore loser. Cant Balance Budget This Way Of federal spending and Mr. Carters promise to balance the budget, Garn said, You don't achieve a balanced budget by increasing your first budget by $19 billion. Theres no way he can achieve a balanced budget by 1981 this way. Hes got to start making some cuts." Concerning a proposal to create a new consumer protection agency, one which would represent consumers in dealings with other federal agencies, he stated, It seems a little ridiculous to me to create another bureaucracy to control another bureaucracy. The senator blamed Congress for the countrys present energy situation, declaring its lack of action has compounded associated problems. Theres no shortage of oil and natural gas, just a matter of where they come from. He said incentives have been taken away from big oil companies to drill, adding, The attitude of this Congress is overwhelming. The Carter energy would do nothing to stimulate exploration. Incentives are needed to gain new supplies because conservation alone just wont do the Theres no question, however, we should conserve that energy. We are a very wasteful nation, he added. Against Energy Department The Utah solon said he voted against the new energy department which will start out with more than 20,000 employes and a $10 billion budget. He also declared opposition to giving away the Panama canal, calling a proposed treaty that would do just this a symbolic issue. He shown here during morning session at community center. is From prior years Farmers can store grain in same bins Farmers can now store 1977 crop harvest in the same bin with prior year crops and still be eligible for a commodity credit corporation loan on the 1977 crop. says Mark H. Jensen, county executive director. The Agricultural Stabilization Service and Conservation (ASCS) recently changed its rules on commingling crops from different years because the need for grain storage has increased. Jensen noted some steps farmers would have to take before storing harvests from different years together. First, the producer would have to request ASCS to measure the in the bin. The ASCS office will notify the producer in writing of the number of bushels of old crop commodity in the bin. An authorization to commingle or store the 1977 commodity in the same bin would come with the notification. Elder county, Garn said the shutdown represents false economy. Only 10 missiles will be accepted on an original contract calling for 60 but, the senator said, it will cost Uncle Sam just as much for those 10 and for the next 50. And the shutdown costs will be equal to letting the contract run its full course. Of the presidents decisions Sightseeing These included sightseeing at Niagra Falls, New York City, Philadelphia and Gettysburg, Pa., and Washington, D.C. The many sights made it difficult for the 14 to 16 year-olscouts to decide which was the best. One liked the Smithsonian Institute, another the 30 minute fireworks show at the jamboree and another the opening and closing ceremonies at the event. Burl Ives and Olympic winner Bruce Jenner were also mentioned. All liked the medal presentation by Miss Junior Teenage America. Rating mention, too, were the Merit Badge Midway, trading patches and church services on Sunday where Elder Ezra Taft Benson of the LDS church spoke. The scouts also enjoyed the Hill Cumorah pageant. Complaints about barking dogs are not new to the Brigham City Police department. They are received almost nightly. But one such complaint early Friday morning had a different twist to it. The call came in at 4:01 a.m. from a sleepy northeast Brigham City citizen. A neighbors dog was barking. . .and barking. Officers Dickson Smith and Bruce Dover responded. What they found was a barking dog all right. But causing the dog to bark was a porcupine in the neighborhood. The policemen, exercising ingenuity and courage, apprehended the porcupine and gave it a lift to Box Elder canyon, releasing it there, hopefully not to disturb any more dogs. . .and the neighbors. d dcca-thalo- recreation complex move Recreation Director Jack Winn said the discussion centered on a recent visit to the Logan City Community complex and Brigham Citys need for an facility. The main purpose for meeting was to determine the next step in fulfilling the citys need for an indoor swimming pool, tennis courts, basketball courts and expanded space for high school physical education, Winn reported. It was determined that City Councilman Wayne Jones would contact Box Elder Board of Education members, Supt. Leonard Dalton and possibly Box Elder county commissioners anent their interest. Also, a presentation by the architectural firm of Cannon and Wright was made on the feasibility of geodesic domes for use as a recreation complex structure. Discussion leads to believe this type of edifice to be both feasible and useful in our Utah climate and, above all, economical in the areas of maintenance and operation (heating, cooling, lighting), the director said. Further meetings will be held from time to time, he added. Public input should be made either in person at the recreation commission meetings held on the last Tuesday Grain from 1977 must be of modity. The farmer would then certify the number of bushels of 1977 crop wheat in the bin and the loan would be disbursed on that amount. Certifications of bushels are then spot checked on a random selection basis by the county ASCS office. There was one sad note. Rainy weather hung over the Jamboree for several days and during this time a scout from Southern Utah was struck by a bolt of lightening. The local scouts noted they were about when the 100 yards away struck. bolt FourTroups The scouts are from various local troops in Brigham City and joined into one of four troops sent to the jamboree from the Lake Bonneville council. Their leaders were David Firth, Bart Spencer and Pete Moline. John McGee is the son of Mr. and Mrs. Lloyd McGee of 625 West Fourth South. While that was fun, the scouts admitted, there were other attractions equally as appealing. The group actually spent i9 days touring the eastern part of the nation, taking 10 days for the jamboree and nine more for side excursions.
