And in the wake of this event has come a tidal wave of commentary on what it all means and what now can be expected from president-elec- Jimmy Carter. t One Salt Lake City newspaper carried a story about foreign reaction to Carters election. One observation quoted came from the Soviet newspaper Izvestia which claimed that American voters cast their ballots against the economic, moral and political consequences of the eight-yea- r Republican rule... On the next page, another news article pointed out that while Utahs Rep. Allan Howe was ousted by voters after convictions for sex solicitation, five other Democratic congressmen were returned to office two uncontested despite difficulties which included the following : REPRESENTATIVE Donald Michigan, gained election to the Senate despite admission that he had had an affair with a capitol hill Rie-gl- e, secretary. Representative Robert Leggett, California, disclosed that he had two children by a mistress who had been his secretary. Representative John Young, Expresses gratitude Texas, was accused by a former secretary of requiring her to perform sexual as well as secretarial duties (a charge which he denied). Representative Robert L. F. Sikes, Florida, was unopposed despite being reprimanded in the House for conflict of interest. Representative Joe D. Waggoner, Louisiana, also ran unopposed. It was Waggoner who was detained by District of Columbia police for soliciting a policewoman disguised as a prostitute. He claimed it was entrapment. This is not to say that public officials cant or shouldnt be forgiven for a mistake. We ought to be a nation with charity enough to weigh carefully the facts of any situation in which an officials integrity or abilities are questioned. I also wish to publicly commend my opponent, Dr. John Owen, for his fine record of representing nothern Utah on the state board for the past eight years. I invite all school patrons, taxpayers, and interested citizens to contact me during my term of office about their questions and concerns about the state board of education. NO MAHER NOW didnt. This past April a Gallup poll reported that 78 percent of those contacted in a public opinion survey favored 4constitutlonal amendment that would require Congress to" balance the federal budget each year. The result was not really surprising. And the desire to move in this direction is not limited to this kind of citizen response. The legislatures of 18 states have passed resolutions expressing support for such an amendment. DURING the recent election campaign, the National Committe of Americans for a Balanced Budget asked all congressional candidates to take a position on the question. The Box Elder County Red Cross board had a meeting with Mr. Clayton Beal of United Way on Oct. 28. Mr. Beal made encouraging the local Red Cross chapter to join his organization. Following this presentation, members of the local chapter board felt there were many unanswered questions concerning this joint venture. J (; Itivj; 'ioi Challenges city action Editor: According to the publicity pamphlet for Brigham Gty initiative election to be held November 2, 1965, on action of the Brigham City Council in authorizing action is stated, as follows .During the council meeting of June 10 the city council went on record as approving adding fluorides to the Brigham City water supply and directing the public works director to take immediate steps to install and control fluoridation in Brigham City water supply at 1.0 P.P.M. The motion was approved by a three to two vote by the council. This council action, Dr. G.D. Carlyle Thompson, Utah state director of health, told me in a meeting on was then and is now the legal basis for fluoridation in Brigham City. However, upon recommendation by Mayor Olof E. Zundel, in the council meeting held on March the council to unanimously annulled (rescinded) the sections Article IX, ordinance 321, also known as the public works office and public works director ordinance. Inasmuch as the operation of the fluoridation system, as stipulated most clearly in the above council motion, is to be under the control of the public works director, the operation of the system subsequent to the rescision of the ordinance-lackincontrol by the public works director, must be considered illegal and unconstitutional. Operation without control by the public works director may also tend to be detrimental to the health, both dental and general, of Brigham City residents. I therefore openly challenge the city fathers to establish in court their authority to continue the fluoridation operation without control by the public works director, as stipulated in the cited council motion of June 10, 1965. You know, I am getting very tired of being told that we voted on it. What counts is that the council voted on it on acting favorably on the Kiwanis resolution of We should have been given the opportunity to vote on this issue on a clear-cuYes or No basis.
