The demand is not an unreasonable one. You have every right to expect a high level of performance from those paid from the public purse. Whenever the term accountability is used to mean responsibility, your local education associations are in favor. There are some pitfalls in this movement of which both educators and patrons should be aware. The greatest of these is the tendency to oversimplify. If a teacher doesnt produce learning in students, he should be replaced. Period! That, on the surface, sounds fair enough; but what kind of learning! About what! Judged by whom! How fast! The same learning to the same degree in all students! If not all, which ones! IT IS RELATIVELY easy to determine which departments of a business show an acceptable percentage of profit, or to tally the output of a production worker. Measuring all aspects of the growth of students is more difficult; it is complex and perhaps im- possible. Planning not new Editor: To some extent local reaction to the subject of having planned development of county lands suggests that many seem to consider this subject a new move, never tried before except to harass and curtail individual freedom and liberty. Historically the founders of this and surrounding lands were more active in planned settlements and communities than anyone before or since but we seem to have forgotten both the need and purpose of such planning. To some extent it seems to me that modern planners tend toward views that appeal to an administrative point of view where people are fit like critters into neat little parcels where they do not use up too much room nor have too much responsibility tor care and upkeep of the ground they occupy. Rather than provide for gardens and areas of responsibility to which the young can learn to work as well as play, playgrounds and entertainment facilities are arranged and planned to while away the idle hours of youth and adults alike. Modern condominiums and trailer courts may appeal to those interested in avoiding the responsibility of larger yards; however it is my efpersonal belief that such living conditions for slavery simply fectively groom residents because they tend to render the inhabitants dependent and limited in growth and development opportunities especially for the young. Also it seems to be the prevailing notion that individuals can reach full fulfillment on golf courses, recreation facilities and periodic trips to Las Vegas. For the most part it appears that work is regarded as a sort of necessary evil to be tolerated for the sake of being able to meet the economic requirements of really enjoying life under the planned umbrella of activities and events designed to create total enjoyment in living. Such conditions spawn weak and giddy souls 'that become not unlike domestic pets milked of everything they have to give by those who manage and control these developments. If one were to raise up an effective fighting force to defend the cause of truth and justice, it would be a waste of time to even visit such establishments after a few years of being drained of their courage and independence by soft and living. The point of my remarks are that planning is good or bad, depending upon the goals of those who do the planning.
