HE POINTED out that the concept of a comprehensive mental health center, which takes over the responsibility for several agencies, is unique. The Comprehensive Mental Health Agency in Davis County offers services in 12 different areas, he told the commission. State and local governing bodies must have a major part in the program and the funding of priorities, he said. Such centers have been responsive to their communities since they are governed by community boards. He said a partnership between federal, state and local government is essential to the community health program. said that certain areas of the population are forced out of the market since only high level staff members are allowed to provide the services. These coolers have one very substantial advantage, and one disadvantage. The advantage is that they require only a fraction (about an eighth) of the electricity needed to air condioperate refrigeration-typ- e tioners. The disadvantage is that the moisture they produce may make the inside oir too humid for comfort on muggy days. Swamp coolers are most effective in the parts of the UP&L service area which experience dry, hot summers. Address your questions or suggestions to Reddy Kilowatt, P.O.
