The hill makes it a punishable offense for a contractor to sublet his contract at a lower price than he receives from the Government. This will, if enacted into law, put a stop to a great abuse which has built up many fortunes for the wholesale contractors, while it robbed the men who have actually carried the mails, and has given the people a poorer service than the original contract price would have warranted. It looks this year as if it will be impossible for the contractors upon many Utah, Idaho and Wyoming routes, to euhlet their contracts, as they have taken them at such low figures that they cannot get the work performed for the contract price. This may have been done for the purpose of securing lucrative contracts elsewhere. It is to be hoped that the contractors will have to pay an advanced Tate upo nr the routes which they have taken at too low a rate to - pay - for the service, or that they will have to do the work themselyes.
