Of the major Army commands, Army Materiel Command employ! by far the most civilians 159,500, dwarfing in numlters the apjirosunately 14,300 military personnel. The fact is that AMC is basically manned by civilians. IT IS readily ajqiarent that AMC's civilian work force, in being so huge, plays an extrarole in ordinarily important carrying out the Ariny'i missions. The predominance of civilian at AMC headquarters at Gravelly Point, Virginia, clove by the Pentagon, is representative; a total of 3,024 civilians work then as contrasted to only 341 mili tary. Tins civilian pattern carries over to the eight sultordinate com- mamls. This is shown by a comparison of the civilian and military strength by individual subcommands; Command Military Civilian Electronics ' o largely iM0 C.'oJ. William A. Predominance of Civilians in other parts of AMC At AMC's depots the basic facility for handling material in the Army's supply system the civilian work force far outnumbers the military. A total of about 60,000 men and women are employed at the dejvots. Military personnel assigned totals aliout 700 officers and enlisted men; the ratio works out 87 civilians for every soldier at the depots. TOOELE Army Depot, one of the largest AMC depots exceeds this ratio with 39 military personnel assigned, and 5198 civilians, a ratio of 133 civilians for each military. (This does not include Sixth Army troops of the 197th Ordnance Battalion, assigned to the dejxot for training). This is a typical depot pattern: the military provide command, sujvervision and policy guidance, while civilians execute the policies by providing the operational and supervisory personnel. Tooele represents a good illustration of the four principal functions of a major Army depot: receipt, storage, issuance and of supplies. At maintenance Tooele these vital functions are performed for conventional ammunition, guided missiles, small arms, and for both transport and combat vehicles. Similar work on many other types of supplies and materiel is also performed. The same pattern described for Tooele applies to AMCs other depots strategically placed throughout the United States. Four missions of depots general supply storage and distribution, ammunition storage and distribution, equipment overhaul are and ammunition renovation all or partly served depending largely upon the number of personnel assigned. FOR INSTANCE, Red River Army Depot at Texarkana, Texas, with 5,692 civilians authorized working efficiently with 190 officers and 41 enlisted men serves all four functions above. Lexington Army Depot at Lexington, Kentucky, with 4,600 civilians authorized and 31 military, has only two of the functions: general supply, storage and distribution and equipment overhaul. Pueblo Army Depot at Pueblo, Colorado, with 29 military and 3,594 civilian authorized, serves all four functions. Sharpe Army Depot at Lathrop, California, with 22 military and 2,600 civilians authorized, supports the general and maintenance renova- -' tion missions. The second smallest depot, in number of civilian employees authorized is Navajo Army Depot at Flagstaff, Arizona, where five military and 630 civilians are authorized; its missions are storage for the Defense Supply Agency ammunition storage and distribution and ammunition renovation. Heres some safe driving pointers for foggy mornings, recommended by the Utah Safety Council: Turn your headlights onto low beam to let the other driver know where you are. Drive in the center of your lane and be ready to stop at any time. Dont follow tail lights too closely in the fog . . . Reduce speed so that youll have time to make an emergency stop if a stalled vehicle suddenly looms up in front Weju'tdid JIAH Cl Wammvxd r.lunra F rffzss " n through March Mayor Frank Bowman signs proclamation declaring the week of March 24 as DeMolay Week in Tooele.
