In addition, Congress has decided to make telecommunications subsidies more explicit, and these subsidies are now being listed for customers on their phone bills. Many of these additions seem to be coming very quickly, consequently leaving some consumers confused about what is on their bill. The United States Telephone Association (USTA) and local phone companies are working hard to clear up any confusion for the telephone customer. The best strategy is knowing which key items to look for on a phone bill, says Roy Neel, president and CEO for the USTA. Phone bills differ from company to company, but they all contain many of the same elements. These key items include: The basic monthly charge for service. or vertical services such as call waiting, caller ID, call blocking, voice mail, etc. Long distance charges from the provider of your choice. Local phone company federally mandated charges found on dial-ton- e Add-on- s subscriber line charge (SLC), which is approximately $3.50 for residential customers primary line. Long distance fees found on the long distance portion of the bill. These may include a presubscribed interexchange carrier charge (PIC to recover costs that are not picked up through the SLC. In January 1998, local phone companies were required to begin charging long distance companies a flat rate rather than a charge for this service. This new flat rate structure should bring a savings to the long distance companies, but in fact, many long distance companies are passing the PICC charges along to the customer. Universal service charges. These are charges that the big long distance companies, like AT&T and MCI, are adding to the customers bill in order to cover their universal service obligations. Universal service is the federal program that ensures all Americans have affordable phone service and provides Internet access to schools, libraries and rural health care facilities. Telephone customers should also be aware that there may be state or county charges on their phone bill. Any other charges may be unauthorized.
