The two main culverts that cross Highway 28 are filled to capacity, and if Chicken Creek rises any higher, water will be over the roadway. If the culverts should wash out, traffic would have to travel on to Scipio, and from Scipio to Salina, instead of from Levan to Gunnison and then to Salina. Traffic on State Road 28 is already extraordinarily heavy because of the blocking of Spanish Fork Canyon by Lake Thistle. Mangelson says he doesnt expect the bridge to wash out, but many large logs and trees are coming down the creek, and 60-inc- h 1-- clogs could occur. In the north end of Levan, water is now flooding some yards and property, and is run- the reservoir near the Mills Junction. It will be interesting to see what happens with all the water, says Mangelson. He thinks there will be some serious problems, and it is his suggestion that all of East Juab County be declared a disaster area. The whole of East Juab County has real serious problems in so far as flooding and water control goes right now, Mangelson says. Such a declaration would enable the towns and cities to obtain the large equipment necessary to control the water, he continued.
