L. .; Spring-likweather brings forth a hoard of bicycle riders, the Utah Safety Council warned drivers who would be encountering this increase in the mode of transportation as they drive the states streets and highways. Not only are the small fry included in this group, Fred Montmorency, Council President, reported, but many parents who have taken to bicycling as a means of keeping in top physical shape. The bicycle rider, it was pointed out, must obey the same rules and regulations which govern the operation of a motor vehicle. A few simple precautions on the part e ,. Purchasers of 1972 Utah small game and combination licenses will not receive the eight goose tags with the license as they have for the past eight years. Manipulaion of the season dates appears to be an adequate means for controlling the take of Canada geese. Game managers are confident they can regulate the goose kill by such measures as opening the goose season a few weeks after the duck season begins and closing it before the duck season ends. The later opening gives geese a chance to become more wary of people before they are hunted. In the past it was during the confusion of the first few days of the waterfowl hunt that most geese were taken. of the bicyclist, his parents and the driver, can make bicycling in Utah much more safe. A vast majority of the bike-ca-r accidents, Montmorency said, are the direct fault of the bike operator and not the driver of the vehicle. Most often he stated, the bicyclist is killed or injured because he mistakenly took the right of way, make an improper turn, or disregarded the stop sign or traffic signal. Other causes including riding in the center of the street, on the wrong side of the street facing traffic, and while carrying passengers. For protection, Montmorency urged parents to take a bike ride with their youngsters, making mental notes of what both right and wrong. Licenses Hunting licenses will not be Issued to persons under 21 years of age unless they have a valid hunter afety certificate of competency Issued by the Utah Division of Wildlife Resources. Each hunter under age 21 must complete a specific course of instruction In hunting safety to become eligible to purchase a Utah hunting license. Graduates receive a certificate of competency, or blue card, which persons under 21 must present to the licensing agent when purchasing a hunting license. License agents are in violation of Utah law if the ysell a hunting license to a person under 21 who does not present a valid certificate of competency. Youths holding hunter safety certificates fro mother states with mandatory programs may present such documents to a wildlife resources office to receive a Utah certificate. Over the years, the mandatory hunter safety program has proved its value to Utah sportsmen. When it was first required by the State Legislature, juveniles were responsible for four of every five firearms accidents in the field.
