Show Utah House of Representatives update This week the issues past have started to pick up steam. New budget figures will be released in two weeks and the budget process will begin in earnest. Budget hearings are currently being held for all areas of state government. My specific assignment is to work on Courts, Corrections, Public Safety, and Executive Offices (Governor, Attorney General, etc.) The hearings will continue to be discussed and revised until the last day of the legislative session. The issues that I referred to in my last update continue to evolve. HB 51 Vehicle Amendments passed the House after amending to address local concerns. Changes include exempting Off-Highw- sponsored competitions or safaris, and waive the fee for vehicles from states that have reciprocal agreements. No Child Left Behind Opt Out continues to draw THE SAN JUAN RECORD Wednesday, February interest. The Bush Administration dispatched top people from Washington to quell the mutiny. Representatives from the legislature will meet with them Friday morning. I will report on it next week. Finally, a change in the Resort Communities Tax law has passed both the House and Senate. This bill is of interest in southeast Utah but has a direct impact on Monticello. This bill, because of its definitions, will result in a significant loss of revenue to M onticello City. Monticello will now have one year to increase the number of motel rooms in order to once again become eligible for this tax revenue. It is unlikely that the Governor will veto it. We will need to pull together and find a solution. The commission, which would be composed of locally appointed individuals, would oversee designations of Scenic Byways throughout the state. Of particular interest is funds which will allow for more money to be invested into nursing care facilities without additional costs to resident of nursing homes. also support a bill that would allow larger dispersion of federal funds to rural hospitals. Rural hospitals are eligible for disproportionate share hospital (DSH) funds because of their disproportionate share of and uninsured patients. Senate Bill 64 would increase the percent of DSH money distributed to rural hospitals. These funds have not been available to rural hospitals in the past. I between Helper Highway and Wellington. A Scenic Byway Commission could 6 remove the Scenic Byway designation and allow for roadside ads on that stretch of road, and other scenic byways through cities and towns. I support a bill that would increase funding for Medicaid recipients in nursing homes. Senate Bill 12S would address low-incom- this issue by imposing an assessment fee that will be e Sincerely, reinvested into such facilities. Senator Mike Dmitrich Make your Valentines Day . ?
