Show THE SAN JUAN RECORD Wednesday, June 25, 2003 - Page 12 announces revision of the Resource Management Plans Public is encouraged to participate in the planning process BLM The Moab and Monticello Field Offices of the Bureau of Land Management (BLM) announced this month their intentions to prepare Resource Management Plan (RMP) Revisions for the public lands they manage. The RMP is the basic document that guides management of natural resources, activities, and uses on the public lands during the next 15 years. BLM is encouraging the public to become involved with the preparation of the RMPs during scoping now until December 30, 2003. The Moab Field Office is responsible for administering about 1.85 million acres on public lands located in south- eastern Utah contained within Grand County and the northern portion of San Juan County. Geographically, the field office boundary is bordered by the Book Cliffs on the north, the Colorado state line on the east, Harts Point and Lisbon Valley on the south, and the Green River on the west. There has been heightened public awareness regarding conflicts between recreational activities and oil and gas development. Also, new data is available for bighorn sheep, antelope, and Mexican spotted owl habitats. The RMPs will resolve issues and conflicts identified by the public in a manner that balances use and protection of natural resources. Preliminary issues identified for consideration in the new RMPs are air quality; cultural resources; paleontology; fire management; woodland harvest and management; hazardous sites; lands and realty; off-highw- ay Southeast Utah fishing report GENERAL: In southeast Utah, all popular lakes, reservoirs and streams have been stocked. Many waters have already received their total annual allotment of fish from the hatcheries, due to concerns about drought and reservoir dewatering later this summer. Presently, fishing conditions are good and water levels are satisfactory. The July 4 holiday weekend may be the best time this summer to wet a line! BLUE MOUNTAINS: was stocked with a total of 3,000 rainbow trout this spring, but wont be re- Blanding3 stocked again this summer due to concerns about the reservoir drying up. Blanding 3 continues to he fair for rainbow trout, using PowerBait. Fishing is better in the early morning or evening. Recapture Reservoir is good for northern pike, which are being caught with spinners from the shore or crankbaits from boats. Most pike will be found in 5 feet of water in the deeper parts of the reservoir. Rainbow trout fishing at Recapture has been slow. Foy Reservoir has been good with traditional baits and 10-1- spinners. Both Foy and Monticello reservoirs were planted with 4,500 catchable-siz- e rainbow trout early this month. KENS LAKE: SgL.Jgdward Meyers reports tha fishing has been fair to in the mornings and evenfngs. This lake was planted with 4,000 0 inch rainbow trout this spring. No further stocking 9-1- will occur this year. LA SAL MOUNTAINS: All lakes are now accessible and most have been stocked. Sgt. Edward Meyers describes fish taking flies and lures. Recommended flies include ants, beetles and wooly worms. Dark Canyon has been stocked with 2,400 9-1- 0 inch rainbow trout. Medicine Lake has been stocked with 800 rainbow trout. Warner has been stocked with 2,000 rainbow trout. Oowah has received 4,800 catchable-siz- ian resources; socio-economic- s; vegetation; visual watersheds and water quality; special management areas; and wildlife habitat. As part of the planning process, the BLM will also consider nominations for potential Areas of Critical Environmental Concern (ACEC) and nomi- nations of rivers for potential inclusion in the National Wild and Scenic Rivers Systems. The BLM recognizes the im- portance and value of the publics input during the planning process and would encourage citizens who have an interest in the public lands in the Monticello and Moab areas to submit their issues, concerns, and information. Public scoping meetings will be scheduled in Moab, Monticello, Salt Lake City, Grand Junc- tion, Green River, Blanding in October and and e rainbow trout. Fishing has been good at Oowah for rainbow and brook trout with spinners or salmon eggs. scoping meetings will be announced on the RMP websites and in the local media. Drawing from the input: a reasonable range of alternatives will be developed and analyzed in a Draft Impact Statement that will be published and made available for public review.
