Overall visitation to Canyonlands National Park in 1997 is almost exactly the same as in 1996. The 40,169 visitors to Canyonlands through March, 1997 is essentially the same as the 40,146 visitors through March, 1996. However, visitation has dropped at the Needles District. Through March, 1997 year to date visitation was 14,892, nearly 15 percent below 1996 figures. The drop in visitation to Needles District is reflected in visitation to the multiagency visitors center in Monticello. Year to date visitation is down 16 percent in 1997. In March alone, visitation is down nearly 50 percent at the visitors cen- ter in Monticello. Visitation to Natural Bridges National Monu- ment is up more than 10 per- cent when compared to 1996. The 11,187 visitors through March, 1997 compare to 10,008 through March 1996. Visitation to Arches Na- tional Park in Grand County is up nearly seven percent. It may be a while before sub- stantive negotiations actually begin." The Pelt lawsuit was filed in 1992 by five San Juan County Navajos. Numer- ous reports, including a 1991 Utah legislative audit, detail how officials have lost millions of dollars from the trust since oil production began on the Aneth extension in the 1950s. The lawsuit was thrown out by U.S. District Court Judge David Sam in 1995. However, on December 31, 1996, the Tenth Circuit Court of Appeals reinstated the lawsuit against Utah, w'hile upholding dismissal of the Navajo Nations lawsuit.
