Travel councils from Utah, NewMexico, Arizona and Colorado will each contact their state representatives and local organizations to ask for help in upgrading the monument. C. Hoke Leggett, associate administrator of USDA Agricultural Stabilization and Conservation Service, said the PIK compensation would be figured in with cash diversion and deficiency payments in arriving at the $50,000 payment limit. USDA on January 4 asked for comments by January 13 on proposed PIK program regulations for 1984. USDA evaluated comments submitted by thepublic and decided the proposed rule would be issued as a final rule with no changes.
