If you meet the definition of blindness as of the last day of your tax year, you will qualify for the exemption, even though your eyesight may have been adequate earlier in the year. If you are totally blind, you may simply attach a statement to your tax return stating the fact. You may also qualify for the blind exemption if your eye doctor will give you a certificate stating that your best eye will not correct to better than 20200 or that your visibility is restricted to an angle no greater than 20 degrees. This statement should be filed with the first year for which you are claiming the blind exemption. In future years, you need simply attach your own statement referring to the year in which the certificate was filed. The additional exemption for blindness may not be claimed for a dependent other than your spouse. If you qualify for the blind exemption in prior years, but did not take it, you should amend your tax return. Your federal income tax return is subject to amendment for three years. As of this date, you are entitled to change, on a simple one page filing, the years 1979, 1978, and 1977. There are a large number of senior citizens who will qualify but have not been claiming the exemption, and who will not read this article.
