ITimary Election Day, September 12, 197 8 a day that will live long in memory. A. sad day for those of us who worked for and loved the of Town of a modest title, but a proud one. But now it does not any longer exist--a- s a Bluff. --- name or as STATE COLLEGE QUARTER RATION To t lie Ed ttur ; REQUIEM FOR A TOWN Black Friday ? No, because it came on a town Bluff aplaee--anymor- e. Yes, we lost the election an elfor ection whose proposition was stated m such a way that if you wanted to save the town, you had to vote No ! A lthough the indications were evident, we could not believe that our proud little town could lose its existence. And we wereproud, holding our heads high, and enjoying the admiration of the many who respected us and gave us encouragement. Also, so many good things were coming our way. The town was the bad times came. Just Monday evening, Dave Eckhoff, Principal of the engineering firm of Eckhoff, Watson and Prea-to- r, had right here happily assured us that the planned-fo- r sewer system (the main reason for the incorporation of the town) was truly going to become areality--an- d very soon. He reported that enough Federal and regional grant (grant translates as gift) money, after long and arduous efforts, had been assured. Now, Bluff residents would be able to have one of the best sewer systems available, with a total cost to the town and its residents of only a monthly usage fee of well under $5.00 month per connection. is the cost of (Lets a pumping septic tank? Or of digging and unclogging or replacing lines? Or of installing more leach fields, where no more space exists?) And how often must some of these disagreeable jobs be done? Dave also said I can design a cheaper sewer system for Bluff, but I want to give you one that will last, and not require repairs within the per see--wh- at five years. However, this election here is a serious matter.. If there is no town, there will be no grant money, and therefore, no sewers. Starting all over again might delay it as much as five years. He discussed the Service Area, which was once attempted in the town, but rejected by petition to the County Commis- ordCom- ant land. In the second pail of the presentation concern was expressed lor the recent Zoning changes which extended Com-meicZoning irom existing 12 blocks to 1 full block each side of Mam. It was suggested that Commei cial areas already zoned along the highway North and South, and vacant Commei cial land on Mam Street pi ovided more than adequate areas for Commei cial Spec- Whether or imi a home could be enlaigeclby moiethaii Ranger If cial District is that the 1.
