Both parties are both right and wrong. Whatever the league rules are, they should be upheld. However, if the .sponsoring group is a mum-fcip- al, county or other public agency, the governing board should not be controlled by a church or other private body. I have officiated at games where a church team or teams have been participants; and each has its own rules for the team. The Mormon church sponsors some wonderful athletic programs for some very fine people. At the beginning of each game, there is a gathering and a prayer... but when the game starts, they are just like the rest of the teams--eag- er to win. I have been accused of being blind when I would call a strike on the batter., etc.. or about the playing field can encompass an area that can include the stands, parking area, and the vicinity of the field itself. This can lead to a controversial interpretation. Any rules should apply to the dugout and the playing field only. Our rules for men's leagues prohibit smoking or drinking m the dugout or on the playing field. Players who have to smoke usually step behind the dugout, or outside the playing field. (Umpires rarely enforce On the no smoking rule, but if a city official is at the game, he or she might ask the offender to put it out or move).
