Richard P. Lindsay, recently appointed Director, Division of Welfare, noted that the purpose of the plan being prepared by the two offices is to press for recovery of welfare payments from fathers who fail to pay court -- ordered child support and whose families, therefore, make application for public assistance. It is estimated by the Welfare Division that approximately 59 of AFDC cases involve fathers with a legal and moral obligation to pay' child support. In other cases the father is dead, disabled, institutionalized, or unemployable. Division studies indicate that, statewide, fathers paying all or part of support obligations total less than 10'. During fiscal year 1968, there was an average each month of 18, 500 dependent children and 6, 145 mothers in Utah receiving aid under the AFDC program. These figures constitute 61 of persons receiving public assistance in Utah. The annual net cost of this program to taxpayers is $12,648,000 ($4,563,000 in State dollars and $8,085,000 in federal matching funds). Aid to Families with Dependent Children is the largest category of public assistance rendered in Utah and one that recently has grown the most. It involves primarily parents who have divorced but some who are legally separated, others sep-erat- ed without court decree, fathers who have deserted, and fathers not married to mothers of the children. Although the Division estimates that approximately $560,000 is being paid annually in child support and alimony in AFDC cases, it is estimated that absent fathers are obliged to pay about $7, 500, 000 each year. Dean Featherstone, Supervisor of the Welfare Division's Recovery Section, emphasizes that "an expanded effort to obtain child support can shift family support costs from the State to respon- sible parents. We should increase collections materially by expanding recovery efforts. " There is some reason to be- lieve that desertion, seperat-io- n and divorce may be made easier to initiate by a man or woman who believes that public assistance is readily available and will meet family needs for awhile. During recent years the divorce rate in Utah has been higher than the national average. In 1967 it was 2. 7 per thousand pop- ulation for the nation, 3. 2 in Utah and 3. 9 in Salt Lake County - 19 higher throughout Utah than for the nation. The Division of Welfare has reached an agreement with the Attorney General for the immediate hiring of an additional Assistant Attorney General to supplement legal services now being provided to the Division for the legal recovery of welfare payments. County and private attorneys who are now providing legal recovery services will be encouraged to give added emphasis and support to their recovery efforts. New reporting techniques will go into effect by July 1, to provide current summaries of paid and unpaid amounts owed by legally obligated fathers.
