Councilmembers Dennis .Jones and Howard VanWagoner and City Clerk I telena Fish w ere all present at the meeting. Representatives from North Emery Water I'sers Special Service District and Castle Valiev Special Sen ice District w ere on hand to bring the council an update concerning check al es to be installed in the North Elmo project. Jack Stoyanoff showed the council w hat the check ah es Mav or Wilcox tusked if the new alves needed testing occasionally and Stoyanoff replied, no they dont, but they need to be replaced every 10 years to ensure working condition. At the present time. NEWlSSD is routinely replacing 10 percent of the existing valves each year to accomplish the replacement of all v the valves every 10 years Mayor Wilcox then asked about the reliability record of these valves. Stoyanoff explained the two valv e system and informed the council that he had never heard of a recall or failure of both valv es in the setup Craig .Johansen explained the pressure that the valves cany and how these valv es will accommodate the tie in of both systems look like. He explained how thev w or k and w hy the special sen ice districts are recommending these valves. The valves will be installed at each meter site and are a back flow restriction type valve. At even new water installation. the special service districts are installing these new and ensure the crossover will work more smoothly Mayor Wilcox expressed his concern over the safety of the water supply for the remainder ot the tow n Mayor Wilcox the led a discussion of the street signs and present house numbering system He gave some examples of emergency vehicles getting lost or not being able to locate an address because of duplicate street names or house numbers that are not in order. Williams stated that at the present time there is no charge for emergency water leak repairs. The council approv ed the move to raise the fees for the equipment and operator lor small jobs only and these jobs will be at the discretion of the mayor, so this use by individuals would not conflict with private operators in the area Councilman .Vnderson then suggested to place log books in the equipment for the city operators to fill out with hours used and where the equipment was being utilized There was also discussion of the fire department usage of the equipment and some existing complaints of usage. Mayor Williams asked for the details ol the complaints and will investigate and report back next month The next agenda item was addressing the presence of coal trucks and other heavyweight trucks on small city streets. Williams inquired about present city ordinances addressing the weight limit Williams will check around with other towns in the county as to their ordinances and also 7:30, Saturday 7:30 the proposed address of changes The council approved this measure and voted to hav e Continued from PAGE 1A. This sales tax issue may be extremely controversial and may not come before the legislature this session, it may be pushed back to next year. Mayor Williams also reported that the 10 cent a gallon gas tax request had died, but the cent tax already in place for class B roads will remain in place. He added that he is required to attend the legislative sessions every Monday while the current legislature is in session. Councilman Anderson then raised the issue of the cost to private citizens for the use of city equipment Discussion followed concerning the regulations prohibiting government groups to conflict with private business and private property owners rights Hie quest ion vv as raised as to whether the city should continue to allow citizens to hire city equipment to do small jobs. Councilw oinan Sitterud asked if there were other rental agencies in tow n to accommodate the needs of the residents. The mayor has contacted Adams about updating Elmo's zoning ordinances into a total zoning ordinance package to include zoning, subdivision and dog ordinances. All the ordinances vv ould then lx integrated into one land use ordinance. Adams is also helping the mayor update the application for the senior center and fire department building for submittal VanWagoner reported that the applications for the cemetery project have been submitted. He has Ixvn informed that, in all likelihood, there would be no money so the city may need to consider doing only a small portion of the project Fish informed the council of problems w ith the citys printer. Ihe new printer is not working in compatibility with the computer She asked permission to do whatever is necessary to do to get the systems working together The council agreed and Fish was given instructions on how to proceed Fish also asked the council about a citizen w ho had claimed ownership of a cemetery lot She stall'd that she can not locate any verification of this transaction and asked how she would go about locating this person The mayor responded that he knew how and had the information at home. le vv ill get it to her Fish informed the council of the price of copy machines The 1 council discussed the issue of the purchase of a copy machine and gave Fish their recommendations. Councilman Jones alerted the council to the CIB deadline and stressed the need to get a priori- tized list in order The council discussed th( priorities of certain projects, among them the fire station, a senior citizen center, pav ing the cemetery roads, sprinkling system and parking lot The council agreed that the most urgent needs to the city are a fire station building, a senior center and a city hall facility Hie council then read and approv ed the bills.
