These numbers are retained indefinitely by the trapper. Furthermore, the type of baits used in trapping are restricted to protect raptors (birds of prey) and other small animals. Traps must be checked at least once every 48 hours. Trapping in the west is an old tradition, but like most things it has its restrictions. Before setting out to trap this winter, be sure to read the 1988-8Furbearer Proclamation. The proclamation is available at all DWR offices and most sporting goods stores. If you fall through the ice: extend your arms flat on the surrounding ice; squirm the upper part of your body onto the ice; roll quickly to one side away from the edge; get out of those wet clothes and get warm quickly. If you see someone fall through the ice: find a pole, rope or article of clothing and extend one end to victim (this will ensure that the victim doesnt go under). Lie flat on the ice to keep weight distributed evenly, spreading arms and legs as you move toward the victim; explain the recovery technique (above) to the victim and offer assistance if possible. Dont try to pull the person out or youll both end up in the water. Ice fishing can be a pleasant waters difficult. Cold weather has brought ice to most reservoirs and lakes, but ice is thin and dangerous; use extreme caution. The 1989 Fishing Proclamation has been approved by the wildlife board and will be available to anglers by Dec. 15. Here is a summary for the Southeastern Region. Cleveland Reservoir: Slow fishing for rainbow trout. Huntington North: Slow fishing. Electric Lake: Good for cutthroat. Best from the boats or float tubes using lures. Joes Valley: Good for pansize trout near the dam. Access has been good. Kens Lake: Drained, no fishing. 2 ; Lake Powell: Fair for stripers, best early morning on anchovies and grubs at 0 depth in Moki Wall, Canyon and Slick Rock. Large-mout- h bass 16-2- 20-4- fishing is best early mornings, late evenings, in rocky shore with grubs and worms. Loyds Lake: Good to exd cellent fishing for trout. Light pressure. Millsite Reservoir: Light pressure with fair success. Recapture Reservoir: Light pressure with good success from boats. Scofield: Ice is only thick with many wet spots.
