Recently the company filed documents with the Utah Public Service Commission seeking approval to decrease rates by $17.9 million annually beginning Dec. 1. The state Division of Public Utilities also endorsed the reduction request. Customers will see a rate reduction of 2.5 percent, or about $12 per year for an average residential customer. The latest rate decrease was made possible by a variety of factors, including a reduction in the amount of royalties paid on coal UP&L produces and adjustments related to insurance and other matters related to the Energy Balancing Account. The division has conducted a lengthy and exhaustive investigation of Utah Powers coal mine insurance practices, premiums and coverage. Based on that investigation, the Division of Public Utilities concluded, among other issues, that Utah Power should increase its deductible coverage level on its mine insurance from $1.0 million to $2.5 million; and UP&Ls insurance practices, except for its level of selfretention coverage,, are consistent with reasonable and prudent electric and other industry standard practices. The reduction in coal royalties was the result of an intensive effort by UP&L and state regulatory officials that led to federal action decreasing the royalties UP&L must pay for the coal it mines on federal land. Also, Utah Power is currently attempting to resolve additional coal royalty issues with other entities. If, the resolution of those issues results in a reduction of previously accrued coal royalties, Utah Power will fully reflect that reduction in the EBA at the time those issues are resolved. As a result of the resolution related to the disputed coal royalties, Utah Power has made payments of some $20 million to the federal government. It is anticipated that at least 50 percent of that amount will be paid to the state of Utah by the federal government. Frank N. Davis, president and chief executive officer of UP&L, said UP&L is making good its promise to lower rates. believe We more rate decreases can be achieved in the future, as well, Davis said. Our Utah rates have dropped 6 percent this year and were continuing to work for more. Its notable that these decreases are in addition to the 5 to 10 percent rate decreases that we have committed to in connection with the merger. Davis said increasing competition in the electric utility industry is behind UP&Ls resolve to lower rates. We now live in an era when rate increases can be counterproductive.
